Functional responsibilities


The M&E Specialist Retainer will be responsible for the following functions:

  • Review, update and maintain the Project’s Results framework, objective and outcome indicators and the baselines and targets for the indicators.
  • Develop, update and implement the project’s M&E plan.
  • Assist Implementing Partners (IPs) with the collection and collation of the performance monitoring data, including approving methodology and supporting analysis as required. Strengthen the M&E capacity of IPs where appropriate.
  • Provide input to the Senior Project Manager as it relates to performance indicators and learning for all key project reporting instruments, including the Inception Report, quarterly progress reports, annual Project Implementation Report (PIR), and any other reports that may be required by the Project Steering Committee (PSC), Global Environment Facility (GEF) and UNEP Lead on the identification and documentation of success stories and learning.
  • Provide professional and technical backstopping support to Lake Tanganyika Authority (LTA) in the development of the performance monitoring plan for the Strategic Action Program (SAP).
  • Lead on preparations for the project Midterm and Final Evaluations.

The M&E Specialist Retainer directly impacts on achievement of project results by developing and overseeing a robust M&E system that ensures the project is progressing towards its objectives. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.













Education/Experience/Language requirements


Education

  • A first-level university degree (e.g. Bachelor’s) in Qualitative Research or Monitoring and Evaluation or Development studies or, Social Sciences or Statistics or Public Administration or related area is required.

  • An accredited post-graduate program (or equivalent) in the mentioned fields above may substitute for 2 of the required years of experience.


Experience

  • At least 7 years of working experience in M&E, with a specific focus on donor-funded projects is required.
  • At least 5 years of experience working in one or more of the Lake Tanganyika riparian countries (Burundi, Democratic Republic of Congo, Tanzania and Zambia) is required.
  • A functional knowledge of transboundary management issues, specifically those of the Lake Tanganyika basin would be an advantage.
  • M&E experience for conservation and biodiversity-related projects would be an advantage.


Language Requirements

  • Full working knowledge of English is required.
  • Intermediate working knowledge of the French language is required.
