Job Description
The USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives.
The Malaria Technical Specialist plays a crucial role in supporting the Malaria Task Order (TO) Director and Deputy Director providing guidance and technical expertise to ensure the successful execution of Malaria TO activities. The Malaria Technical Specialist will act as a liaison between the Malaria TO team and various implementing partners and stakeholders and oversee the Procurement Planning and Monitoring Report for Malaria (PPMRm).
Duties and Responsibilities:
- Supports the Malaria TO Director in managing ongoing technical activities in the Malaria TO core work plan and writes and coordinates internal and external communications.
- Assists Malaria TO Deputy Director in supporting and reporting malaria activities in countries with Malaria TO-related activities, such as periodic reports, success stories, technical briefs, conference abstracts, and/or technical articles.
- Oversees and participates in the review of countries’ reports for the Procurement Planning and Monitoring Report for Malaria (PPMRm) with the support of other report reviewers as needed. The PPMRm provides data on central-level stock availability for critical malaria commodities. The report describes stock status of anti-malarial products on a country-by-country basis and is produced quarterly.
- Oversees the PPMRm database and develops and disseminates norms and written guidance for data entry and other functions for new and existing users as needed.
- Provides support and necessary information to the monthly commodity surveillance reports.
- Provides support for the implementation of the end-use verification (EUV) survey. Reviews countries’ EUV reports and provides advice to improve the quality of the reports.
- Provides support to the GHSC-PSM project field offices in commodity gap analysis for malaria operational plans, as needed.
- Provides remote and/or in-country technical assistance to field offices, as needed.
- Performs simple and complex data analysis, triangulating country stock data with various other data sources to identify current and future risks, as needed.
- Collaborates with the TO2 Director and Deputy Director on actions and communicates them to stakeholders, runs analyses for routine reporting, and helps to produce reports for timely submission.
- Collaborates with a range of partners, including but not limited to USAID, in-country Ministries of Health, GHSC-PSM project field offices, other USAID and non-USAID project field offices, international donors, implementing partners, and inter-agency initiatives.
- Prepares, edits, and coordinates the preparation of time-sensitive client correspondence, technical reports, presentations, responses to data calls, and other documents.
- Plans, coordinates, and manages a variety of Malaria TO activities such as work planning, and technical preparation, and documentation for internal and external malaria task order meetings and activities.
- Solves problems and responds immediately to crises, developing solutions that meet client needs. Interprets data and develops strategies to achieve targets and anticipate changes.
- Promotes knowledge sharing through the SharePoint site consistent with project priorities and the GHSC-PSM work plan.
- Liaises with GHSC-PSM headquarters project management units (PMUs) and other business unit staff, supporting them as appropriate to ensure smooth program operations.

Key Qualifications:
- Minimum 4 years of Malaria and/or data management, and/or technically relevant work experience.
- Bachelor’s degree in a relevant field, Master’s degree preferred.
- Experience with Malaria based in developing countries preferred, specifically related to supply chain management and/or supply systems strengthening.
- Demonstrated ability to communicate clearly and concisely orally and in writing.
- Ability to present data and analysis in easily understood infographics and data visualizations.
- Proven analysis and organization skills working in a cross-cultural environment.
- Willingness to work overseas for up to 4 to 8 weeks per year; experience living or working in developing countries preferred.
- Strong administrative skills, word processing abilities, knowledge of MS Office applications, and attention to detail, ability to manage multiple competing priorities at once, excellent customer service skills.
- Professional level of oral and written fluency in English required proficiency in French or Portuguese preferred.
- Ability to lead effective meetings and demonstrated presentation skills.
- Ability to work independently and as part of a team.
- Strong organizational and work prioritization skills.
- Supervisory experience preferred.
