The program

Aus4Skills Phase 3 is a ten-year DFAT-funded program partnering with the Government of Vietnam to strengthen bilateral ties by supporting Vietnam’s human resource development priorities. Focused on higher education, the Vietnam Australia Centre, and vocational education and training (VET), the program builds workforce-ready, inclusive, climate-adaptive skills, public sector leadership, and alumni networks. It targets gender equality, disability and social inclusion, and support for disadvantaged Australia Awards students. Outcomes include stronger Australia–Vietnam strategic partnerships, enhanced public sector leadership and women’s advancement, and industry-aligned VET that meets labour market needs while promoting social equity and sustainable growth.

The role

The Manager VET and Industry Partnerships, under strategic guidance of the Program Director, manages the programming and delivery of the End of Program Outcome 3 of Aus4Skills: Vietnam strengthens delivery of inclusive, climate-adaptive, industry-informed vocational education and training (VET) in key sectors, ensuring that workforce development meets industry demands and promotes social equity.

This role is responsible for annual planning, monitoring and implementation of activities according to the approved VET component workplan and budget and managing relationships and engaging with key stakeholders at both strategic and operational levels, including partner colleges, enterprises, and peak bodies.

The Manager VET and Industry Partnerships provides strategic inputs to DFAT and the Aus4Skills Senior Management Team, supervises staff, manages budgets and risks, while remaining hands-on and prepared to take on day-to-day operational tasks when required.  

Key responsibilities

  • Lead development of the annual EOPO 3 / VET workplan and provide high‑level strategic advice on Vietnam’s VET system.
  • Analyse political‑economy, market demand and stakeholder feedback to inform program direction.
  • Build and nurture strategic relationships with government, colleges, industry and civil society.
  • Oversee programming, procurement, budgets and delivery to ensure quality and value for money.
  • Identify and manage risks; integrate mitigation into activity design and operations.
  • Drive Monitoring, Evaluation and Learning within the VET component, capture evidence and translate lessons into improved delivery and communications.
  • Manage, coach and support the VET team; undertake domestic travel as required.

  Selection criteria

  • Postgraduate degree in education/HR/international development/project management or equivalent professional experience.
  • Minimum 5 years leadership managing VET, skills development or capacity‑building projects, including technical, financial and risk oversight.
  • Strong knowledge of Vietnam’s political/institutional context and VET system.
  • Proven strategic, evidence‑based decision‑making with experience shaping program direction and innovation.
  • Demonstrated success building high‑level partnerships with government, industry, education and development partners.
  • Excellent cross‑cultural communication in English and Vietnamese; skilled in reporting, facilitation and stakeholder management.
  • Experience integrating GEDSI, climate resilience and safeguarding into project design and delivery.
  • Collaborative, adaptable leader with strong problem‑solving, time‑management and attention to quality.
