Job Description

  4. A.2.1.7.1.7. Master Planning (MP) and Project Programming: Must possess a bachelors degree in master planning or engineering and a minimum of five (5) years experience performing as a master planner and/or programming at a DOD, other US Government facility, or as a regional or city planner; OR any bachelors degree and ten (10) years of master planning and/or programming experience. The MP shall be familiar with planning and constraints associated with military airfields. The MP shall be able to work closely with various base agencies to apply principles of master planning and site planning of a wide variety of facilities. The MP shall work closely with the Brigade Engineer FOB Mayors to ensure plans are acceptable. The MP shall be knowledgeable regarding law and regulation applicable to project programming. The MP shall evaluate and recommend programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems. The MP shall conduct site/facility surveys to gather preliminary information and validate requirements. The MP shall work with EPBG-A and design engineers in developing and gaining approval for proposed facility programs/projects. MP personnel shall determine the validity, feasibility, achievability, and efficiency of a proposed project based on constraints in scheduling, cost, manpower, etc. The MP is expected to develop and brief presentations of program items to the installation facility board and higher reviewing activities. The MP shall comply with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment by ensuring Unified Facilities Criteria (UFC) and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities. Master planners and project programmers shall also be proficient in AutoCAD 2010 or later.
