Expected field work: full time (40 hours a week

Based in: HQ (Prague) or home-based in Eastern partnership countries or Western Balkans with trips to Country programmes (at least 30% of time per year)

People in Need (PIN) is a Czech-based non-profit organization active in humanitarian and development aid, human rights and social inclusion. Currently, more than 1900 employees are working in our Humanitarian and Development department in 25 countries (Asia, Africa, the Middle East and Eastern Europe). Our growing team in Prague (with a turnover of more than 210 million EUR in 2022) is looking for a new colleague to become a MEAL Advisor for Eastern partnership countries and Balkans.

Position Summary

In close coordination with and under the supervision of Deputy Regional Director (DRD), MEAL Advisor provides technical support and ensures consistency in monitoring and evaluation processes across all country programmes in Eastern Partnership and Western Balkans region.

Areas of support:

  • Supports the implementing teams in Country Programmes (CP) in order to use technically appropriate monitoring, evaluation, accountability and learning processes and practices, that are aligned with PIN MEAL standards and policies
  • Support CP teams and HQ MEAL Unit in enhancing the MEAL systems, knowledge transfer and learning process in MEAL to increase quality of PIN work
Main Responsibilities:

Planning and Development of MEAL processes

  • Provides guidance and support to MEAL and project staff in CPs related to the planning and development of MEAL processes (M&E plan, Results Framework)
  • Ensures consistency in monitoring and evaluation processes across all CPs.
  • Provides technical support and guidance on developing the indicators and measuring results, development of MEAL tools and methodologies.

Technical Assistance

  • Supports understanding of the value of MEAL, especially planning and implementing MEAL activities in projects – LFA and indicators, MEAL plans, Results-based Monitoring (RBM), Designing surveys, Data collection, Data analysis, Designing evaluations, Dissemination and use of results
  • Provides technical and advisory support to MEAL and project staff in CPs in application and implementation of MEAL practices:
  • Project / Programme level MEAL implementation (support in planning and implementation of baseline/endline, assessments, internal and external evaluations: development of ToRs, selecting evaluation consultants, preparation or review of evaluation designs and methodologies, review of evaluation reports)
  • Support in data analysis
  • Supports project / programme teams to implement evaluation findings in projects
  • Provides support to MEAL staff in designing and/or revising procedures for ensuring Accountability to beneficiaries (Community Feedback and Response Mechanisms, participatory needs assessments etc.).
  • Supports implementation of PIN’s Humansis (beneficiary management system) in selected CPs
  • Provides technical input on MEAL to project proposals.

HR & Capacity Building of PIN MEAL staff

  • Supports recruitment of key MEAL staff at country
  • Supports capacity development of MEAL staff at the CP level in technical skills

Other tasks

  • Occasionally represents PIN at relevant conferences, working groups etc.
  • Coordinates with Communications and Advocacy Department (CAD) for success story content, communication tools, and with Compliance Department regarding accountability topics.
Main Requirements:
  • Fluent spoken and written English
  • Trips to Country Programes up to 50%
  • Minimum of 3 years of work experience within the field of project management, monitoring and evaluation
  • Experience working with International NGO’s
  • Experience working in monitoring and evaluation
  • Experience with capacity building of national staff in the area of MEAL and facilitating trainings and workshops
  • Technological awareness and knowledge of analytical software (MS office, Kobo, Stata, SPSS, etc.)
  • Excellent analytical and report writing skills (English)
