Job Description
Background
SoCha is preparing a proposal in response to a European Union solicitation to provide Results-Oriented Monitoring (ROM) services in the Neighbourhood East region. The project will deliver a comprehensive monitoring and evaluation framework designed to track the implementation and impact of EU-funded interventions across six partner countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. Its main objectives are to conduct rapid 5-7 day ROM reviews against predefined indicators; pilot and roll out enhanced M&E tools (including OPSYS data entry and quality-assurance protocols); perform country system assessments to strengthen national monitoring capacities; support the design and refinement of logical frameworks and result indicators; produce timely learning products and annual synthesis reports; and offer ad-hoc technical assistance on reform processes.
SoCha is seeking a highly-qualified Senior Expert with at least 10 years of professional experience with a proven track record in Results-Oriented Monitoring (ROM).
In addition, the candidate must demonstrate experience in at least one of the following fields:
- Democracy and rule of law
- Fundamental rights (gender equality, minorities etc.)
- Public administration reform including public finance management, macroeconomics, banking
- Investment climate, private sector development, international trade, innovation and digitalisation
- Education and culture, health, employment and social protection
- Agriculture and rural development

- Civil society, local authorities

Period of Performance
The contract is expected to begin in December 2025 for a duration of 12 months, with a possibility of extension.
Scope of Work
- Draft and contribute to ROM reports following standard templates and debrief key stakeholders.
- Set up and manage internal quality-control (QC) system for all ROM services, ensuring consistency with the contractor’s QC procedures and ROM Handbook standards
- Draft and consolidate the annual and final ROM analyses, integrating findings from country missions.
- Ensure timely delivery of ROM reports and other contract outputs by supervising, mentoring and reviewing the work of medium- and junior-level ROM experts.
- Contribute to annual and final consolidated ROM analyses in coordination with the Team Leader.
- Act as Mission Leader (ML) on group field visits when assigned, coordinating the team’s briefings, stakeholder interviews, debriefings and liaising with EU Delegations or HQ units
- Coordinate all activities in line with the ROM Handbook and any supplementary DG ENEST requirements.
Minimum Qualifications and Experience
- Master’s Degree (or equivalent) in Monitoring & Evaluation, International Development, Economics, Political Science or related field.
- Ability to operate in English at CEFR C2 level, both written and spoken.
- Minimum of 10 years of experience in international cooperation and/or development.
- At least 5 years of experience as a Project Manager or equivalent role.
- At least 3 years of experience in results-based approaches and/or monitoring and/or evaluation.
- At least 2 years of experience in statistics and performance measurement.
- Good knowledge of EU and other donors’ implementation modalities.
- Experience in gender mainstreaming related to the area of expertise would be an asset.
- Excellent communication, presentation and analytical skills.
Location
Brussels, Belgium, with frequent travel to Eastern European countries.
