Job Description

DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA has three objectives: i) enabling evidence-based decision making through ongoing analysis that links together the United State Government’s Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities (CDCS); (ii) improving Government of Indonesia (GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improving the business enabling environment for foreign and domestic business entities.

DevTech is inviting applications for a full-time Finance and Administration Manager position in EGSA. The Manager will support EGSA Deputy Chief of Party (DCOP) and Chief of Party in managing EGSA project operation, to include human resource, procurement, and finance in accordance with USAID regulations and procedures.

Responsibilities
  • Responsible for implementing financial and administrative procedures as required by the project and ensure all aspects are in line with USAID rules and regulations, as well as DevTech policies and procedures on budget and cost control, procurement, contracts, financial reporting, and accounting functions.
  • Support the DCOP in monitoring EGSA budget.
  • Develop monthly financial statements and forecasts.
  • Monitor the project’s actual cost and recoveries versus budgeted cost and recoveries and develop monthly reports.
  • Ensure all project and subcontractor expenses are in line with USAID rules and regulations, as well as DevTech policies and procedures.
  • Prepare the project fund requests to the home office in timely, accurate and complete manners.
  • Draft quarterly and annual budget summary for EGSA progress reports.
  • Manage payment to third parties (supplier, consultant, staff, and tax office) in accordance to USAID and DevTech Policies and Procedures while ensuring secure and timely payment process.
  • Review EGSA staff payroll prior and manage payroll outsourcing.
  • Stay up to date with the latest Indonesian financial regulations, including relevant tax liabilities, such as income tax (PPH) and value added tax (VAT/PPN).
  • In coordination with the DCOP and COP, manage EGSA procurements.
  • Conduct project assets inventory management.
  • Draft supporting documents for BAST (Berita Acara Serah Terima) or transfer of title from USAID to GOI, of goods and services under EGSA activities.
  • Process issuance of EGSA project ID from Tax Office as required under USAID – GOI Bilateral Development Cooperation Framework (BDCF).
  • Process VAT exemption as outlined in USAID – GOI bilateral agreement.
  • Manage human resource recruitment and management in accordance with USAID and DevTech Policies and Procedures.
  • Perform other duties as assigned.
Qualifications
  • A minimum of 10 (ten) years of experience of candidate with bachelor’s degree in similar financial, compliance, or operational roles supporting international donor projects including managing project’s budget, human resources management, and procurements; and 7 (seven) years’ experience for candidate with Master’s Degree;
  • Strong knowledge of accounting practices, financial reporting standards, financial management process and procedures for USAID funded projects
  • Must have previous experience in managing USAID funded projects, and familiarity with USAID regulations and rules.
  • Strong organizational and interpersonal skills and ability to solve complex problems.
  • Must be proficient in computer skills, particularly with Microsoft Office programs such as Word, Excel, and Outlook. Experience working on shared folders is a must.
  • Excellent organizational skills and attention to detail.
  • Fluency in Bahasa Indonesia and good knowledge of English, both written and spoken
  • Strong interpersonal skills and ability to work effectively as a team member.
  • Excellent communications skills.
