About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

· delivering and reporting on the flexible finance provided by MFAT;

· developing/updating national climate change plans and reporting frameworks;

· developing an investment-ready pipeline of projects;

· delivering climate change priorities;

· improving climate finance reporting; and

· accessing a broader range of climate finance funding.

About the Role

The Palau Energy and Water Administration (PEWA) is the primary regulatory agency for the country’s water and energy sectors and serves as the former focal point for National Determined Contributions (NDCs). Since February of 2025, PEWA transferred its focal point responsibility to the Office of Climate Change (OCC) including managing datasets for developing NDCs and Greenhouse Gas (GHG) inventories. To effectively monitor, update, manage, develop, and report on NDCs and GHG datasets, a Mitigation Specialist and a Data Analyst (OCC) are needed.

The focus for the Mitigation Specialist is on two areas:

Area1) Provide substantive work on Palau’s current NDC, Enhanced NDC (herein NDC 3.0), and Palau’s long-term low-emission development strategy (LT-LEDS)

The Mitigation Specialist will track and report on developments made against first Nationally Determined Contributions (NDCs) and develop Palau’s Enhanced NDC. The NDC 3.0 will build on the progress made in the current NDC with an implementation plan to achieve its targets. The outputs from the NDC and NDC 3.0 will inform the development of LT-LEDS – the final service output for this consultancy.

Area 2) Provide capacity training and support to the Data Analyst, who is supported through the CFCSP Programme on a separate TOR.

The other key area of this role is to provide training, mentoring, and technical assistance thereby achieving institutional capacity transfer to relevant stakeholders and OCC. By enhancing Palau’s capacity to meet its climate commitments, the Mitigation Specialist will play a crucial role contributing to national and international climate efforts.

About You

Essential Experience and Knowledge

  • Advanced degree in Environmental Science, Climate Change, Engineering, or a related field.
  • At least 5 years of experience in climate change mitigation, NDCs, or related areas.
  • Demonstrated knowledge of international climate policies and reporting requirements
  • Excellent written and verbal communication skills, with the ability to communicate complex information effectively to a variety of stakeholders.
  • Strong analytical, data management, and reporting skills.
  • Demonstrated experience in preparing funding proposals and securing resources for climate mitigation projects.
  • Experience in capacity building and training.
  • Strong organisational and time-management skills, with the ability to manage multiple tasks and deadlines.

Desirable

  • Experience working and living is small islands states, with specific emphasis on Pacific experience
  • Experience and familiarity with Palau or other Pacific States
  • Knowledge of GEDSI Frameworks and Inclusive Practices
