About the Climate Finance Capacity Support Programme

DT Global delivers the Climate Finance Capacity Support Programme (CFCSP) for New Zealand’s Ministry of Foreign Affairs and Trade (MFAT). The scope of this programme is broad, to responding to the diverse needs of Pacific Island countries. It provides personnel, advisory services and training to assist with:

  • delivering and reporting on climate flexible finance provided by MFAT;
  • developing/updating national climate change plans and reporting frameworks; 
  • developing an investment-ready pipeline of projects; 
  • delivering climate change priorities; 
  • improving climate finance reporting; and 
  • accessing a broader range of climate finance.

About the Role

The Team Leader is responsible for managing and ensuring effective implementation of the CFCSP. This involves providing strategic leadership in the ongoing implementation and management of the programme to across 15 countries (Fiji, Tonga, Samoa, Tokelau, Niue, Nauru, Kiribati, Tuvalu, FSM, RMI, Cook Islands, Palau, Vanuatu, PNG and Solomon Islands). The Team Leader has overall responsibility for leading the programme and works closely with country stakeholders, DT Global and MFAT to set annual priorities.

Role Responsibilities

With a focus on development effectiveness, strong partnership, and upholding the program’s ways of working, the Team Leader is responsible for ensuring the requirements outlined in the CFCSP Statement of Works and Country Workplans are met, including the following:

Stakeholder engagement

  • Ensuring strong strategic relationships with partner Governments, MFAT, and regional stakeholders.
  • Responding to the priorities of partner Governments and MFAT to align programme strategy and implementation with country-specific Theory of Action.
  • Act as the CFCSP escalation point for MFAT, partner governments and other stakeholders.
  • Ensuring partner Governments, MFAT, regional stakeholders, and DT Global are kept well informed with accurate and timely information to make decisions in the best interests of the CFCSP and partners and manage risks.
  • Broker and strengthen relationships and partnerships with other donor funded programmes, donors, non-government organisations, regional organisations, private sector and industry bodies.

Team management

  • Provide effective leadership of the CFCSP implementation team, including six staff based in the CFCSP regional hub (Suva), to ensure delivery of activities in accordance with the CFCSP Statement of Works, country workplans, and in line MFAT’s strategic goals for the CFCSP.
  • Manage the performance of 5-8 direct reports and provide mentoring to team members to ensure efficient issue resolution and support. Act as an escalation point in the management of up to 25 short and long-term technical specialists.
  • Ensure the CFCSP is appropriately resourced, within budget allocations, to effectively deliver on the Statement of Works requirements.

About You

Selection Criteria

Essential

  • Strong leadership, high level strategic oversight, and project management capabilities;
  • Demonstrated experience in establishing effective and productive relationships with government, non-government and donor organisations in the Pacific;
  • High level experience in driving and implementing international development program strategies;
  • Demonstrated experience with strong abilities in program/project results M&E, GEDSI, and donor reporting;
  • Strong interpersonal skills and the ability to cultivate and maintain productive working relationships, supporting multidisciplinary teams, ideally in cross-cultural contexts; and
  • Tertiary qualifications or equivalent experience in Climate Change/Climate Science, Public Policy, International Development or Relations, Business Management or a related discipline. 

Desirable

  • Demonstrated experiencing delivering multi-country programs.
  • Experience leading climate governance related programs.
  • Strong professional networks in the Pacific, particularly in climate change.
