About the Position:
One of the primary functions of the Monitoring and Evaluation Specialist (MES) position is to provide technical assistance through reachback research and analytic support to Dexis’ Monitoring and Evaluation (M&E) team supporting a project team that is embedded at the Department of State, Political-Military Affairs Bureau. The MES will be located at Dexis HQ and support the embedded team at DOS with work related to the team’s Target Evaluation deliverables. The other primary function of the MES will be to support Dexis HQ with business development tasks, including identifying opportunities at DOS and drafting proposals.
They will be expected to: communicate clearly; develop and maintain positive relationships with clients, U.S. Government stakeholders, partner nation counterparts, consultants, and team members; and work as a team player with Dexis colleagues. The primary work location for this position is in Washington, DC with possible field travel. This is a full-time position.
Responsibilities:
Monitoring and Evaluation Support Reach-back (50%)
- Assist in the targeted evaluation of PM programs through a multiyear effort
- Monitor the Targeted Evaluation work plan, providing adjustments as necessary
- Research and analyze primary and secondary program data to identify program trends
- Assist in the development of written reports, PowerPoint slides, briefs, and other products, including assisting with product delivery to teammates, collaborators, clients, and other stakeholders
- Contribute substantively to the design of and conduct field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other analytical tasks
- Support data collection efforts remotely and potentially in the field through interviews, note-taking, and managing other data collection instruments
- Contribute to reports, assessments, findings from evaluations, presentation and briefs, and other products
- Conduct qualitative research, literature reviews, and other desktop studies
- Clean, code, merge, and manage large volumes of qualitative and quantitative data
- Conduct quantitative research of multiple existing databases
Business Development (50%)
- Identify and research new business development opportunities and take an active role in capture efforts.
- Support Dexis’ business development efforts through research, contributing to strategy development, taking the lead in drafting technical proposal sections under the direction of technical leads, drafting other proposal annexes, and recruiting.
- Serve in the role of bid manager, coordinating response to opportunities ensuring compliance
- Participate in external events (as requested) and share notes with other team members.

Minimum Requirements:
- Active Secret Security Clearance
- Bachelor’s degree and at least eight years of experience
- Strong analytical and critical thinking skills
- Familiarity with qualitative and quantitative data collection and analysis
- Ability to proactively identify knowledge gaps and areas for continued research
- Excellent communication skills to include: technical writing and editing, oral communication, interpersonal and organization skills
- Demonstrated history of developing data collection plans to guide research efforts, preparing written analytical reports, as well as coordinating and collaborating with multiple stakeholders in different organizations and departments
- Detail oriented and highly organized
- Ability to develop and implement processes and procedures to increase team effectiveness
- Ability to multi-task, respond to quick turnaround requests, and prioritize tasks
- Flexible and readily adaptable to change; including changes in processes, requirements, and priorities
- Proficiency in Microsoft Office Programs (Excel, Word, PowerPoint, SharePoint)
- Experience with qualitative analysis (manually or with software) as well as quantitative analysis and visualization programs
- Experience with business development for the USG, including proposal writing
Preferred Requirements:
- A Master’s Degree with five years of relevant experience
- Experience with Department of State-funded projects
- Experience in the military or supporting security cooperation/ security assistance programs
- Experience working with foreign militaries or working internationally
- Creative problem solver with a strong statistical background
- Experience with Tableau and NVivo
- Self-motivated and dynamic team player
