Monitoring and Evaluation (M&E) Consultant

Assignment:

Synergy International Systems, Inc., a US-based software company, is seeking for a senior-level M&E consultant to support Synergy is setting up a robust measurement and evaluation framework and procedures for one of the programs in the company’s rapidly growing M&E portfolio. The consultant will be tasked to work on the planning, design, and development of the M&E framework and procedures, consolidation of the monitoring results, and reflection of the results in an M&E software.

Scope of Work:

Phase 1 - Planning (6 months)

  • Assess the program from an M&E perspective (assess M&E resources, strategy, projects, impacts, etc.
  • Conduct meetings with senior executives and team members of the program to better understand their requirements and expectations
  • Identify areas of improvement
  • Develop a reliable M&E Framework that will include:
    • M&E themes
    • Objectives and KPIs
    • Methods of achieving objectives
    • Measurement and assessment of outcomes
    • M&E activities to be conducted per project
    • Timelines & ownership associated with M&E activities
    • Tools required to activate the framework
    • Budget required
  • Define the structure, data collection frequency, and data collection methodology for the M&E framework indicators.
  • Define the policies and procedures to govern the application of the M&E Framework
  • Issue periodic M&E and status update reports
  • Propose and provide manpower requirements and internal team alignments, project timelines

Phase 2 - Pilot (6 months)

  • Execute a pilot phase to test the theory developed and amend the framework accordingly
  • Work closely with M&E platform development team, provide requirements, test platform, and communicate with the client
  • Train and engage staff on the methodologies/procedures employed for the M&E framework and for its setup in the M&E software

Phase 3 - Resource Engagement (1 year)

  • Continue with all operational deliverables of Phases 1 & 2, including: collate data through the methods identified in the framework, issue periodic M&E reports, conduct site visits, and devise improvement measures.
  • Produce periodic reports and measurements of project impacts
  • Act as the liaison for any M&E program requirements and ensure the output of M&E application is used to improve the overall program
  • Develop a handover schedule and organize workshops for identified resources

Required Qualifications:

  • Previous experience in the sports, social development, and corporate social responsibility programs
  • At least 5 years of experience in M&E, data collection, strategic planning, business process and procedure designing
  • On-site presence up to 6 months in Doha, Qatar is required
  • Advanced verbal and written communication skills in English and Arabic are required, knowledge of other languages is a plus
  • Ability and willingness to travel abroad, including fragile countries
  • Excellent presentation, public speaking, negotiation skills
  • Customer relationship building and management skills
  • Excellent time management and organizational skills
  • Effective leadership, interpersonal skills
  • Ability to handle pressure and meet deadlines
  • Knowledge of web technologies and management information systems is preferable
  • Advanced skills in Microsoft Office and project management planning tools
  • Good knowledge of project management techniques for planning, monitoring, and controlling
