Job Description

The Monitoring and Evaluation (M&E) Officer for I-TECH South Africa will be based in East London, Eastern Cape Province and will track progress of I-TECH South Africa’s program activities and progress towards objectives related to scale-up of antiretroviral treatment in Eastern Cape, Mpumalanga and Limpopo regions. This will be accomplished via monitoring and assessment of clinical mentoring outcome indicators. Working under the direction of I-TECH South Africa Country Director and the I-TECH Quality Improvement (QI) Director, this individual will be asked to modify the M&E plan to ensure relevance to evolving project objectives. This may involve clarifying objectives, developing indicators, identifying and/or developing M&E tools for specific activities in the field, and/or data analysis. In addition to collecting, verifying and reporting data on I-TECH’s activities, this individual will provide technical assistance (TA) to the provincial Regional Training Center(s) (RTCs) to foster accurate and consistent collection, analysis, and dissemination of program data, and to ensure that M&E activities remain relevant to programmatic objectives.

Responsibilities M&E Implementation 30% * Track the number of healthcare workers trained to deliver HIV services. * Work closely with the University of California, San Diego (UCSD) and I-TECH clinical mentors, country director, and I-TECH QI Director, to revise and implement quality improvement measures and mentoring outcome indicators. * Extrapolate training outcomes and individual or ongoing technical assistance from mentor reports by training level and training topic. * Problem-solve delays in data collection and provide leadership in implementing solutions. * Improve the efficiency and utility of data-gathering activities of clinical teams. * Monitor regularly the data flow from the facilities to clinical teams, and to I-TECH South Africa Headquarters. * Ensure quality assurance and control procedures, as well as data validation tools to assure the quality and completeness of the data. * Communicate with Partners (i.e. UCSD, CDC/GAP South Africa) to problem-solve shared challenges and promote continued atmosphere of cooperation.

M&E Reporting: 30% * Ensure data is analyzed, reported, and available for use in program management as well as reporting to funders. * Participate in telephone calls with Seattle South Africa program team, UCSD Owen Clinic Director, meetings with the programmatic and technical team and provide updates on progress of program implementation, acting as a liaison between South Africa project and M&E team. * Provide quarterly reports for program monitoring and evaluation to technical and programmatic teams. * Assure that data analyzed from the site level is shared with the sites as well as the regional health bureaus.

M&E Planning: 20% * Work closely with appropriate I-TECH South Africa staff to revise M&E plan as needed. * Ensure framework is relevant to evolving goals and objectives of I-TECH South Africa and close existing gaps between indicators listed in the M&E plan and actual data collection/activities. * Clarify objectives, develop indicators (both process and outcome), identify and/or develop M&E tools for specific activities in the field, and/or data analysis.

M&E Resource Creation/Tracking: 10% * Review existing tools, identify strengths/weaknesses and modify tools as needed on an ongoing basis. * Assist in identifying new methods/indicators for tracking key results, and write proposals as appropriate (i.e. targeted evaluation in COP).

Technical Assistance: 10% * Provide oversight of data staff in the regions, technical assistance, and implementation assistance to ensure data is collected. * Develop close working relationships with RTC program staff in order to understand challenges and limitations of current M&E system, and to gather feedback about the feasibility of any proposed new activities.

Supervision Received / Exercised * Reports to the I-TECH South Africa Program Director

Qualifications Required * An advanced health degree is required for this position (MD, MPH, MSW, etc.) * Experience in evaluation, development of surveys. Training program evaluation experience desired * Experience with Word, Excel, Access * Experience with data entry and analysis * Written and spoken fluency in English required. Fluency in Xhosa preferred * Strong written and oral presentation skills * Experience and interest in HIV a plus * Experience working in a public health program in a low resource setting * Familiarity with one or more of the following fields is required: training/human resource development; HIV/AIDS care and support services; family planning/reproductive health service delivery * Experience with complex, multi-faceted projects * Demonstrated ability to facilitate communication between professionals with a variety of cultural backgrounds in a respectful and diplomatic manner and enhance effective partnerships * Ability to develop and carry out work plans and solve problems independently * Strong writing and public presentation skills * Strong initiative * Commitment to building personal and organizational capacity Other Required Skills/Abilities * Experience working in team settings, preferably in an international capacity * Strong organizational and computer skills including MS Office, Power Point, Excel and Access * Ability to travel and live for a minimum of one year in South Africa Application Instructions US-based Applicants: Send curriculum vitae to .
