Functional responsibilities
Under the direct supervision of the Programme Management Specialist and in collaboration with the M&E Senior Manager, the Monitoring and Evaluation Senior Officer will be responsible for:
1. Providesupport in MEAL systems development at Programme/Thematic Level: - Support the programme in the design and implementation of their MEAL systems at programme and project level including the development and adjustment of Theories of Change, evaluation and learning questions, programme MEAL plans/measurement frameworks and data collection and analysis processes.
- Contribute M&E expertise in the assigned thematic and regional teams for regular coordination across programmes.
- Assist in the development and testing of M&E tools, approaches and databases as part of the project and programme MEAL system.
- Maintain detailed knowledge of all issues relevant to monitoring and evaluation of the respective projects and programmes.
2. Technicalsupport and capacity building to partners in design and implementation of MEALSystems:
- Conduct comprehensive and ongoing assessments of partners’ MEAL systems and identify areas for capacity development with a view to improving overall quality of data reported.
- Conduct relevant M&E training and related capacity development activities with a view to ensuring partner MEAL systems are fully operational and in compliance with MEAL standards.
- Participate in project field visits to review partner MEAL systems and conduct data quality reviews.
- Other duties as assigned by the primary and secondary supervisor aimed at building the institutional capacity of partners and local organisations on M&E.
3. Overallresponsibility for coordination of program level reviews, evaluation and otherstudies initiated to contribute towards overall evidence base:
- Support programme and project relevant monitoring and evaluation missions.
- Assist with the design and management of project reviews and evaluations.
- Lead in preparing/reviewing key technical documents including terms of reference, data collection tools, and draft reports among others.
- Serve as the key point person for consultants that may be hired to provide technical support in design and execution of program based reviews, evaluations or specialized studies.
- Maintain up-to-date and accurate documentation of key outputs of the reviews, evaluations and studies initiated by the relevant thematic/programme area.
4. Providesupport to key level MEAL processes including household surveys, knowledgemanagement and key learning initiatives:
- Support collection of quantitative and qualitative data collection and other related studies undertaken with a view to reporting on the logframe indicators.
- Work closely with designated MEAL Officers in conducting analysis and aggregation of household survey data as pertains to the relevant thematic areas.
- Support further analysis of relevant data for purposes of programming or reporting as may be required by partners from time to time.
- Design and implement regular monitoring activities including in-person visits, remote monitoring, and other modalities as appropriate.
5. Contributetowards reporting (internal and external) and production of relevantpublications:
- Review and clear of M&E reports from implementing partners focusing on data correctness, quality and analysis.
- Ensure that projects and programmes collect and maintain updated M&E data and the data is cleaned, analysed and readily available to the programme management and the M&E unit.
- Prepare monthly updates on MEAL activities and key accomplishments.
- Contribute with project and programme-related information and data to the review and production of M&E reports and publications.
Education/Experience/Language requirements
Education:
- A Master’s Degree preferably in Social Sciences, Statistics, Development Studies, or other relevant subjects is required.
- A combination of a Bachelor’s degree with an additional two (2) years of relevant work experience may be accepted in lieu of a Master’s degree.
- Additional studies in community development, M&E and/or research design and methodologies are desirable.

Requirements
- A minimum of two (2) years of professional experience working with or being involved in M&E activities and processes with international development programmes is required.
- Experience in quantitative and qualitative data analysis is required.
- Experience in the usage of computers and office software packages (e.g., MS Office newer versions, Google Suite) is required.
- Strong skills in using computer software programmes, including EXCEL, SPSS, STATA, R, PowerBI, MS Word, MS PowerPoint is required.
Desirables - Experience applying different monitoring methodologies - including remote monitoring approaches - is considered an advantage.
- Experience in data management, including the use and maintenance of databases would be an advantage.
- Experience and technical background in one of the following thematic areas; nutrition, agriculture, decent work and labour migration and financial inclusion projects/programmes is preferred.
- Previous involvement with, and good knowledge of UN, NGOs and civil society would be an advantage.
Language Requirements: - Fluency in English is required.
