Position Description: The Washington DC-based Monitoring and Evaluation Officer will work with the Chief Evaluation Officer as part of a team to provide monitoring and evaluation (M&E) support for the Global Alliance for Trade Facilitation (GATF). GATF is a new CIPE program to promote the implementation of the World Trade Organization’s Trade Facilitation Agreement in developing countries.

The M&E Officer will work with the Chief Evaluation Officer to closely coordinate and collaborate with the GATF team and others to ensure rigorous and accountable monitoring and evaluation of GATF project results. This is an exciting opportunity to utilize and grow your M&E skills a global trade facilitation project where it is anticipated that new tools and indicators will comprise a key part of the M&E activities. The Global Alliance for Trade Facilitation will provide assistance to developing countries in implementing the World Trade Organization’s Trade Facilitation Agreement (TFA). This will be a complex and evolving M&E initiative, involving global-level, country-level, and project-level outcomes that may also include bilateral and regional projects, local partners, subgrantees, and public-private partnerships in 12-14 countries. Outcomes may range from awareness raising and consensus building to tangible reforms and trade facilitation outcomes.

Duties:

  • Assist in the development of evaluation strategy, management and implementation for the GATF Alliance projects in coordination with assigned staff;
  • Identify and refine existing indicators for M&E on trade facilitation outputs and outcomes, as well as in developing and validating custom indicators and M&E tools as needed;
  • Develop any protocols, handbooks or training materials needed for GATF and CIPE project staff, partners and subgrantees for effective M&E practices;
  • Maintain a comprehensive database to track the progress of various GATF indicators;
  • Provide evaluation oversight, guidance, training and technical assistance to the project staff, partners and subgrantees to promote evaluable outcomes;
  • Work with project staff to coordinate the implementation of projects to ensure application of ‘lessons learned’ in the region;
  • Work with project staff to prepare technical and evaluation reports and paper in support of CIPE programs; and
  • As required, represent CIPE Alliance programs with international partners, donors, and at professional gatherings, serving as CIPE evaluation resource in coordination with regional staff.

Minimum qualifications include:

  • Master’s degree (or above) in international development, economics, public policy or related field, including significant formal training in research methods and program evaluation;
  • Knowledge or successful past experience conducting research or evaluation, preferably cross culturally;
  • Program evaluation and research skills using both qualitative and quantitative data, including data analysis and presentation using charts and graphs;
  • Familiarity with or an ability to quickly come up to speed on trade facilitation issues, regional politics, culture and U.S. assistance programs;
  • Attention to detail and ability to handle multiple tasks in a fast-paced environment;
  • Experience in teaching or training, especially based upon principles of adult professional education’
  • Strong Proficiency in MS Office Suite, including Word, Excel, Project and PowerPoint; and
  • Flexibility and willingness to travel;

Other desired qualifications include:

  • Strong statistical background, including familiarity with bivariate and multivariate regression;
  • Knowledge of different research designs, including RCTs, surveys, focus groups and elite interviewing;
  • Knowledge of process mapping as used in reengineering projects to track and design reforms;
  • Experience with logic models, logframes, theories of change, and results frameworks;
  • Familiarity with business associations, including experience in assessing organizational development and private sector or other civil society advocacy including public-private dialogues and partnership; and
  • Prior experience working with international donor agencies and knowledge of their preferred reporting methods and tools for M&E.
