UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF), and acting as the Principal Recipient for the Global Fund in Myanmar. The Access to Health Fund aims to improve health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with Ethnic Health Organizations, national and international NGOs, the United Nations, and other partners to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems. The Access to Health Fund is a multi-donor fund supported by the United Kingdom, Sweden, United States, Switzerland, Norway, Canada, Australia and ADB.
Under the overall guidance of the Senior Program Manager and Monitoring & Evaluation Senior Manager, and the direct supervision of the Monitoring and Evaluation Manager, the Monitoring and Evaluation Senior Officer is responsible for the following duties and responsibilities:
Functional ResponsibilitiesReporting System Development and Operationalisation
Provide technical inputs into the design and implementation of ACCESS monitoring and evaluation system, policies, tools and processes
Develop and/ or modify the logical framework with indicators, operational definitions and guidance notes in conformity to the fund’s changing response including public health interventions, thematic diseases and COVID-19 and emergency responses
With Program Managers/Senior Officers, develop implementing partner (IP) M&E activities, targets, budgets and log frames
Contribute to a target setting of EHO and CSO grants by providing technical inputs
Foster internal coordination, planning and learning by organizing learning and planning sessions, documenting best practices and supporting internal programme linkages and planning processes
Ensure System Quality and Consistency
Act as a focal technical person to organize / provide training and sharing sessions on reporting to implementing partners
Contribute M&E expertise in the assigned regional team for regular coordination with stakeholders for ACCESS funded townships.
Monitor and analyze IP performance, and propose any initiative that may be necessary, including termination of, or adjustments to actions to ensure compliance with Fund policy and priorities.
Promote System Use
Review and clear progress reports of IPs, focusing on data quality and M&E activity implementation.
Oversee data collection, data entry and analysis processes to measure progress and achievement according to the M&E plan.
Knowledge Management
Conduct regular field visits and Routine Data Quality Assessments (RDQA) to ensure that reported data is accurate and in line with ACCESS and national standard indicators, planning and budgeting tools, partner log frames and the overall ACCESS Log Frame.
Ensure RDQA data are analyzed, and effective feedback with regular follow up is provided.
Provide on-site coaching to project staff and project partners regarding data collection, accuracy and analysis to ensure RDQA action plans are implemented.
Lead the development and maintenance of databases of the assigned projects.
Develop and/ or improve quantitative and qualitative data collection, analysis and visualization tools, techniques and approaches.
Organize meetings, workshops and other discussion forums to establish a dialogue on monitoring and evaluation results (recommendations/ lessons learned/ feedback) and issues and ensure their linkage with planning frameworks.
Contribute to the preparation of donor reports and facilitate the data quality audits
Contribute to the undertaking of program evaluations (midterm and/ or final) if necessary
Ensure accurate and timely information is available to senior management and the Communications Team.
Apply the performance-based funding (PBF) and Value for money (VfM) methodology in assigned grants, in collaboration with the program focal.
Perform any other task as may be requested by the supervisor.
Minimum 2 years of relevant experience working with health programs is required.
Successful development and implementation of an M&E system at the programme level are highly desirable.
Work experience in Maternal, Neonatal and Child Health, Sexual and Reproductive Health, Immunizations AND/OR Health System Strengthening projects is highly desirable.
Experience working with ethnic health organizations will be a strong asset
Excellent writing and analytical skills are required
Previous working experience with UNOPS Myanmar is an asset
Fluency in English and Myanmar Language is a strong requirement.
