Background Information – The Sanitation and Hygiene Fund (SHF)

The Sanitation and Hygiene Fund is a public-private partnership committed to saving lives and improving the well being of people by improving access to sanitation, hygiene and menstrual health hygiene. The Fund will invest in country led programmes to accelerate progress and sustainable impact toward the achievement of SDG 6.2.

The Fund will maximize the efficiency and effectiveness of international development assistance and national investment. Staff at the Fund manage grants, coordinate with partners,support countries, monitor and evaluate results, report on progress, manage donor relations and raise funds.
At the core of the new architecture is a country funding model designed to be an efficient and effective mechanism that can operate at scale and deliver impact and supported by a suite of policies that define how funding is to be invested. The SHF uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and the long term sustainability of its programs.

Role of the Monitoring and Evaluation Specialist

Reporting to the Head of Monitoring and Evaluation, the purpose of this role is to support monitoring and evaluation of SHF programmes against the high-level results framework. The role specifically works to strengthen the quality, availability of and access to country and programmatic data including through the SHF M&E dashboard.

The monitoring and evaluation team supports SHF to foster a strong utilization focus and greater transparency as part of an evidence-based culture.

Functional Responsibilities

1. Monitoring and evaluation

  • Working with the Head of Monitoring and Evaluation develop the SHF’s overall M&E framework/strategy and establish a results-based M&E system, ensuring integration with the SHF business model and cycle.

  • Advance analysis and technical support to facilitate the design of the SHF results frameworks, including baselines, indicators, targets, means of verification and reporting tools.

  • Develop new indicators and procedures that facilitate the quality monitoring and reporting of programme results.

  • Collection and consolidation of baseline data focusing on indicators to monitor change.

  • Establish and coordinate plans for collection and analysis of data.

  • Propose and establish innovative data collection systems, analysis systems to support monitoring against the high-level results framework.

  • With the Head of Monitoring and Evaluation, develop and maintain the SHF M&E dashboard to increase and strengthen the quality and availability of country and programmatic data.

  • Track results, lessons and risks, analyze these to determine impact, identify bottlenecks, delays and other M&E-related challenges.

  • Provide guidance and develop initiatives to ensure that country programmes are aligned with M&E principles and guidelines.

  • Ensure the availability of consistent and quality M&E data and lead data analysis for organizational reports, assessments and data portals.

2. Reporting

  • Provide guidance and technical assistance in the area of annual planning, performance monitoring, reviews and reporting, promoting a results mindset and M&E culture.

  • Provide specialist support to the Head of M&E and the Deputy Executive Director in the implementation, monitoring and reporting of mid-term and end-of-year reviews.

  • Draft donor and programme reports (both narrative and financial) for relevant approvals.

  • Work on evaluation data collection and identify evaluation findings, conclusions and recommendations and input them into programme reporting appropriately.

  • Review progress reports submitted by partners and provide feedback to improve the quality and timeliness of reporting.

  • Ensure alignment of reports with corporate and donor reporting templates and regulations.

3. Knowledge management and innovation

  • Develop tools and systems to innovatively disseminate strategic and granular information and share best practices and technical expertise.

  • Interact and follow up with the Country Portfolio team to solicit case studies, lessons learned, success stories, and best practices for internal and external sharing.

  • Lead the preparation of success stories and best M&E practices for inclusion in internal and external communication products.

  • Contribute to the development and introduction of innovation to ensure SHF is continually incorporating best practice approaches.

Impact of results
The Monitoring & Evaluation Specialist will directly contribute to the design of M&E systems and the availability and dissemination of quality M&E results and performance data. The position will support the SHF to achieve its vision of addressing the sanitation, hygiene and menstrual health gap; raise, catalyse and invest resources to accelerate delivery of sustainable sanitation and hygiene services for people with the highest burden and lowest ability to respond.

Education

  • Master’s degree preferably in public health, environmental science, development, Social Science, gender or other related social science discipline is required.

  • A bachelor’s degree in the preferred discipline with a combination of two additional years of relevant experience may be accepted in lieu of the master’s degree.

Experience

  • Minimum of five (5) years of relevant professional experience with master’s degree or seven (7) yeas with bachelor’s degree of working with monitoring, evaluation and reporting systems and processes is required.

  • Demonstrated experience with monitoring and evaluation (M&E) systems design, M&E report writing and M&E data analysis including working with advanced functions of Microsoft Excel and/or Google Sheets is required.

  • Demonstrated experience with M&E tool development and M&E dashboards is desirable.

  • Demonstrated experience with monitoring and reporting in the sanitation and hygiene sector desirable.

  • Experience working in sub-Saharan Africa is desirable.

Languages

  • Fluency in English including excellent writing skills is required.

  • Intermediate French is required.

This position is based in Switzerland and the contract fee is not exempt from Swiss laws, including but not limited to laws regarding taxation, social security, accident and health insurance.
