Job Title: Monitoring, Evaluation and Learning Officer
Project Name: The Pacific Women Entrepreneurs as Guardians of Island Adaptation and Nature-Based Business Solutions (Pasifika WE-Guardians) project
Job type: Part time consultancy
Indicative LOE/Time Frame: Up to 80 days (7.5 hours a day) over the course of Jan-Jun 2026 (renewable)
Start Date: February 2025
Location of Position: Suva, Fiji with travel to project sites (within Fiji)
Reporting to: Project Field Manager, with technical oversight by Senior MEL Advisor
Remuneration: In line with market rates.
Citizenship: Open to Fiji or Pacific country based applicants.
Language Requirements: Fijian and English required, particularly for the purpose of professional written reports.

Project Description:
The Pacific Women Entrepreneurs as Guardians of Island Adaptation and Nature-Based Business Solutions (Pasifika WE-Guardians) project aims to strengthen the climate resilience of nature-based businesses led or owned by women—particularly women of Indigenous heritage—in rural, climate-vulnerable areas of Fiji, Samoa, and Tuvalu. The project takes a “climate change adaptation for small business” approach that builds on women’s existing capacities and traditional, local, and Indigenous knowledge (TLIK) to respond to climate change-amplified extreme weather events. These include rapid-onset floods and droughts, landslides triggered by intense rainfall, and increasingly severe storms and storm surges.

Pasifika WE-Guardians is implemented by Alinea International in partnership with local organizations in each country, alongside technical experts in carbon sequestration and TLIK. Together, the project team will take a gender-responsive, community-based approach to promote sustainable and equitable resource management and adaptation practices. Central to the project’s strategy is supporting women-led or owned businesses to serve as models for “nature-based business climate solutions” within ecosystem-based value chains.

About the Role:
The position will provide the on-site project staff and partners with technical leadership to apply existing MEL tools and templates with appropriate adaptations to capture outcomes and contribute to the annual donor reporting process of the project.

The specific roles and responsibilities of the MEL Officer are:

  • Guide on-site staff and key partners to coordinate data collection, compilation and analysis as needed for the annual report 2025-26
  • Apply best practices to tailor existing MEL tools, templates, and processes to capture outputs and outcomes.
  • Develop data collection plan and analytical methodology in collaboration with project staff on-site and in Canada
  • Provide ad-hoc support to on-site staff and partners to engage in MEL priorities, as deemed necessary by senior management
  • Organize routine monthly MEL meetings with key partners to share evidence-based feedback with management staff.
  • Collect quarterly reports partners and other information from key project participants
  • Recruitment and training of any enumerators required for data collection of studies, if needed
  • Support the program’s review/reflection/planning activities, including operational arrangements as required
  • Support preparation of MEL plan for 2026-27
  • Support team to develop content (e.g. success stories, social media posts) for communication as needed

Qualifications and Educational Requirements

  • Minimum of 5 years of professional experience in leading MEL processes for outcome measurement in international development projects
  • Experience in mixed methods (quantitative and qualitative)
  • University degree in Evaluation, Social Sciences, Economics or equivalent combination of education and professional experience
  • Experience in implementing MEL frameworks for a variety of donors
  • Familiarity with gender sensitive MEL
  • Excellent facilitation and coaching skills
  • Demonstrated ability to work effectively as a member of a fast-moving team, willingness to contribute at different levels required to achieve success, self-motivated and ability to work independently
  • Strong strategic analysis, organizational skills, detail orientation, and timeliness of performance
  • Demonstrated excellence in written and verbal communication, and interpersonal skills
