Position Mandate

Resonance is seeking candidates to be available to work on the USAID/PepsiCo Investing in Women to Strengthen Supply Chains partnership, implemented by Resonance and the International Center for Research on Women (ICRW). The Partnership aims to prove the business case for women’s economic empowerment and show how elevating women in PepsiCo’s supply chains can lead to greater growth, profitability, and sustainability. USAID and PepsiCo will work together to strengthen women’s agricultural skills and access to resources within PepsiCo’s supply chains to demonstrate the value of women’s contributions to core business and impact goals. Together, the partners will provide evidence-based models, new on-farm approaches, and data and insights to make a practical and compelling business case for scaling investments in women’s economic empowerment within PepsiCo and other global companies. The partners will work together in Colombia, India, Pakistan, and Vietnam across four programmatic pillars:

1. Capitalize on PepsiCo’s Demonstration Farms to Showcase Innovative Ways to Empower and Support Women in Agricultural Supply Chains

2. Invest in Women’s Empowerment Solutions in Agriculture through grants

2. Influence the Industry

4. Scale Women’s Economic Empowerment within PepsiCo Business Units

The Monitoring, Evaluation, and Learning (MEL) Specialist is responsible for providing interim leadership for M&E activities for a complex public-private partnership operating in four countries. Primarily, s/he will work closely with the team to plan, implement, and troubleshoot issues that arise during baseline data collection.

This is position is open for a short-term consultant based in Washington, DC or remotely, reporting to the Chief of Party of the Investing in Women to Strengthen Supply Chains Partnership. If the candidate is interested in a full-time role, please apply to the MEL Technical Associate role.

OUTCOMES / ESSENTIAL FUNCTIONS

  • Oversee/lead MEL plan implementation and oversight, during a three-to-five-month period
  • Lead the baseline and annual data collection and sampling approach in coordination with ICRW, PepsiCo, and Control Union staff including refining the WEE measurement tool as needed, establishing collection protocols, training enumerators, and supervising the process.
  • Train and provide technical assistance to staff, enumerators, and local partners with data collection responsibilities in processes and data collection ‘moments’, including gender-sensitive data collection practices
  • In coordination with ICRW, develop the Women’s Economic Empowerment (WEE) measurement tool and methodology to assess WEE outcomes under the MEL plan’s supply chain empowerment framework.
  • Refine, add, and expand a WEE Indicator Bank based on the project’s experience and in collaboration with ICRW
  • Assess data quality, clean data, and provide feedback to those responsible for data collection for the baseline.
  • Develop and maintain the MEL system through Magpi as the data management system, including mobile form development and deployment, back-end controls, and unique identifier linkages for beneficiary tracking purposes
  • Participate in country implementation planning to determine country-level outcomes under the supply chain empowerment framework and select indicators or add new indicators based on the outputs of the planning
  • Draft and submit MEL sections of quarterly reports to the COP and lead development of the annual Performance Report, as applicable.
  • Support recruitment process for hiring in-country M&E staff, as requested
  • Support use of program evidence base to help make WEE business case for industry and PepsiCo scaling

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree in International Relations, Statistics, Economics, Public Administration, Business Administration, or other relevant field
  • 8+ years of demonstrated MEL expertise, specifically for USG- and corporate-funded initiatives, for projects with a large number of beneficiaries.
  • 6+ years of demonstrated strong qualitative and quantitative research skills, including sampling, instrument development, linking monitoring data to outcome data, establishing beneficiary tracking mechanisms, data analysis, and reporting
  • Experience designing and implementing women’s economic empowerment measurement approaches, including linking outputs to outcomes.
  • Experience and familiarity with measuring gender outcomes
  • Experience building international and local partner capacity in MEL
  • Experience developing and overseeing complex MEL systems for project implementation
  • Command of data collection and storage software and technology and how various data systems strategically and operationally connect
  • Familiarity with USAID policy and guidance required
  • Outstanding verbal and written communications skills

PREFERRED EDUCATION & EXPERIENCE

  • Proficiency in a second language preferably Spanish
  • Familiarity with agriculture concepts
  • Experience with Magpi or similar data collection software
