About the opportunity

The anticipated tender “Promoting Growth, Resilience, Economic Stability, and Sustainability in the Philippines (PROGRESS-PH)”is an Australian Government initiative led by the Department of Foreign Affairs and Trade (DFAT). This five-year initiative, with an investment of AUD45 million, will aim to deliver catalytic investments across economic sectors to promote inclusive and sustainable growth in the Philippines by addressing key barriers to economic development and fostering resilience.

Positions Overview

BCG is seeking highly qualified professionals for multiple key positions under this upcoming tender.
We invite professionals with diverse expertise to express interest in roles such as Team Leader, Deputy Team Leader, Policy Leads/Thematic Leads, GEDSI Experts, Program Advisors and other specialist positions.

1. Team Leader and Deputy Team Leader

  • This expert will need 10+ years relevant professional experience, including Team Leader and Deputy Team Leader roles on major donor funded programmes.
  • Expertise in one or more of the technical areas covered by the programme is required (see below for the areas).
  • Experience in the Philippines or the ASEAN region is required
  • Experience on DFAT funded programmes is preferred.

2. Technical Experts (Philippines based)

We are looking for potential candidates with 10+ years proven professional experience in the following technical fields, including extensive experience in the Philippines:

  • Economic Development and Policy Reforms: Expertise in market competition, trade facilitation, regulatory frameworks, and investment promotion.
  • Trade and Investment: Knowledge of trade policy, private-sector engagement, and FDI attraction strategies.
  • Public Financial Management: Experience in fiscal reform, budget planning, and economic forecasting.
  • Energy and Mining/Natural Resources: Expertise in clean energy transition, resources sector sustainability, and climate finance.
  • Gender Equality, Disability, and Social Inclusion (GEDSI): Integrating inclusive approaches into program designs.
  • Climate Finance: Experience with green financing models, carbon markets, or innovative financing tools like blended finance, climate-resilient project, Knowledge of climate risk assessment and strategies etc.

Location: Philippines

Positions are contingent upon award and funding.
