Overview
We are seeking an experienced Municipal Finance Specialist for an anticipated USAID-funded project focused on enhancing municipal public administration in El Salvador. This position will be based in El Salvador and will require working closely with local government officials to improve planning, financial management, climate change preparedness, service delivery capacities, and advancing public administration knowledge, leadership, and gender empowerment in targeted municipalities.
Responsibilities
- Provide leadership and day-to-day management of all activities aimed at improving municipal public administration.
- Engage closely with mayors and municipal officials to define and deliver targeted technical assistance.
- Provide technical assistance to improve financial service delivery, including service costing and fee collection.
- Conduct stakeholder consultations, review legal frameworks, and analyze local revenue processes and budget development to ensure alignment with local priorities.
- Develop and deliver comprehensive training modules and capacity-building programs on subnational PFM systems, municipal administration functions, and new legal mandates.
- Provide technical assistance to improve municipal tax policies and support tax administration and revenue collection processes.
- Design and deliver tailored technical assistance for budget planning, develop medium-term budget frameworks, and integrate municipal budgets.
- Assist municipalities in enhancing fiscal transparency using SAFIM and develop user-friendly dashboards for public fiscal data.
- Develop municipal-level plans, budgets, and strategies for climate change adaptation and mitigation.
- Develop and implement gender capacity-building programs to increase gender equity and participation in local government.
- Establish a Municipal Finance Best Practices Network, initiate pilot projects, and strengthen inter-municipal coordination.
Qualifications
- Bachelor’s degree in Finance, Public Administration, Economics, or a related field; Master’s degree preferred.
- Minimum of 5 years of experience in municipal finance, public administration, or a related field.
- Experience analyzing budget trends and monitoring funding levels across multiple accounts.
- Expertise with procedures required for adequate planning, monitoring, and realigning of complex budgets.
- Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements.
- Experience in capacity building, training, and leadership development, especially in public administration contexts.
- Excellent computer skills as they relate to financial management
- Excellent oral, written, teamwork, and interpersonal skills with evidence of ability to productively interact with diverse stakeholders, including municipal authorities, citizens, and vulnerable groups.
- Good understanding of local laws and compliances.
- Fluency in English and Spanish is required.
