Job Description
The Washington office is in need of efficient operational and business management support. This role is split into two main facets of responsibility: operations and finance management.
The successful post holder will work alongside HR, IT and business systems, structures, policy, processes and resources; provide advice to the Country Director on compliance to all statutory, donor and company requirements; and manage and report on OPM US’s financial systems and processes.

Day to day responsibilities for this role include:
Operations for the Unites States office
- Ensure OPM United States is compliant across the organisation, for both external (statutory and contractual) and internal policy requirements.
- In collaboration with the Country Director and operations leads in OPM Oxford, plan, develop and implement business solutions for all operational management systems and processes
- Managing office suppliers and contractors including management of service delivery contracts.
- Oversee the management of the company premises, including but not limited to leases, relationships with landlords and the building managers.
- Put in place and enforce office related procedures for Health and Safety and Human Resources.
- Overseeing and reviewing all insurances annually to ensure compliance and market competitiveness.
- Provide administrative support to the US office as per evolving office requirements.
- Assist with recruitment and negotiations with local external contractors and project staff.
Financial Management
- Review, develop and implement strong office financial procedures and controls.
- Compliance with US financial reporting and tax regulations.
- Prepare invoices, payment, advance and journal vouchers that include withholding taxes and comply with federal, state, and company regulations.
- Monitor status of advances and expenses accounts to ensure that payments/expenditure reporting are up to date.
- Oversee the preparation of monthly cashbooks, bank reconciliation of all bank accounts and other monthly financial reports for OPM US, reporting to OPM Oxford as per reporting schedules.
- Prepare budgets for a variety of stakeholders including clients, OPM management and financial teams.
- Coordinate with external Auditors for timely completion of Audits.
- Ensure all required tax forms, certificates, reconciliations and returns and other government documents as required
- Management of any other finance or office management process or systems as reasonably requested by the Country Director, including processing payroll through our third party provider.
- Advise OPM Oxford on US regulation (including tax issues) that affect the business.
The successful post-holder will be able to demonstrate the following essential skills and experiences:
- 4 to 8 years of experience in bookkeeping and/or office management positions;
- Qualification in bookkeeping and or business administration or commensurate experience;
- Strong technical bookkeeping skills and commercial awareness with an understanding of US financial regulations and tax requirements;
- Excellent numeracy, IT literacy and ability in Excel, Word, Outlook, and financial systems;
- High quality work delivery with key attention to detail;
- Excellent analytical and problem-solving skills; and
- Good organisational skills as requirement to manage multiple stakeholders.
- Good communication and presentational skills.
- Ability to recognise and meet essential deadlines.
- Ability to be a self-starter, identifying tasks proactively and being able to prioritize.
- Ability to deal with people at all levels.
- Strong interpersonal skills and ability to work effectively as part of a small team.
- Willingness to work across different time zones; and,
- Willingness to be based in the Washington DC area (please note, no relocation payments are available).
