In response to the recent crisis in Ukraine, Global Communities is seeking experienced humanitarian professionals to apply for positions on our external emergency response roster. As the situation evolves, emergency response team members will support in identifying, designing and starting response activities in Ukraine or in neighboring countries based on need.
Global Communities is seeking an Operations and Logistics Manager to manage the operations on our Ukraine response. The position will be based in the country of response operations, which will be determined. This role will manage all matters relating to procurement, logistics, administration, and human resources; and will be responsible for ensuring the smooth implementation of services and will implement logistics procedures in line with Global Communities policies during our emergency response to the Ukraine crisis.
The position requires the ability to relocate for 3 months under short notice. Shortlisted candidates will go through a rapid interview/vetting process before deployment.
Responsibilities
- Responsible for the overall success of operational support during Global Communities Ukraine response during start-up.
- Lead in the set up and support finance and program colleagues to establish appropriate operational support structures for defined intervention. This may include a cash-based intervention, Shelter/NFI, Food Security or Protection sector interventions.
- Support the team lead to establish physical office(s) as needed including all administrative and logistics needs and coordinating with relevant Global Communities departments and staff to implement site selection, permits, ground preparation and overall coordination of our base of operations.
- Responsible for establishing/implementing systems in-country for full supply chain management support depending on intervention needs (including procurement planning, execution, warehousing and distribution).
- Ensure information sharing, planning for procurement, and logistics in supporting program operations.
- Responsible for the full procurement cycle, including ensuring cost-effective procurement of services and coordination of international re-supply pipelines, implementing procurements in line with industry standard procedures of value for money, transparency, and competitiveness and implementing and overseeing a procurement tracking system.
- Ensure and document/verify all vendors meet due diligence standards, including vendor registration, vendor performance, price/vendor information shared among NGOs, and market surveys.
- Conduct vendor premises physical visits and documents verification, as required.
- Implement emergency procurement in line with Global Communities and donor requirements.
- Implement warehouse management systems in line with organization and donor regulations and best practices, including inventory/stock management, tracking, documentation and reporting.
- Responsible for the establishment of communications system.
- Establishment of a reliable and cost-effective transportation management service, including fuel management.
- Work with the Global Communities finance department for compliance against internal controls.
- Actively work with and foster positive collaboration and coordination with key stakeholders such as, UNEMTCC, UN Logistics Cluster, UN Emergency Telecommunication Cell.
- Perform other duties as assigned.
Knowledge, Skills and Abilities
- Ability to conduct market assessment and analysis.
- Knowledge of supporting implementation of cash-based interventions.
- English skills required; Ukrainian, Polish, Romanian, Moldovan or Russian proficiency language skills preferred.
- Understanding of key functions under operations in an emergency response team, including procurement, warehousing, admin and HR.
- Completion of Hostile Environment Awareness Training within the past 3 years preferred.
- Knowledge of the humanitarian architecture, coordination mechanisms and standards.
Qualifications
- Undergraduate degree in a related discipline and minimum of four years of related work experience or a minimum of eight years of related work experience.
- Minimum of two years of experience working in unstable environment abroad and or complex emergencies.
- Experience working on start up or implementation in a complex emergency setting.
- Valid driver’s license.
- Experience with startup is preferred.
- Willingness to relocate for 3 months under short notice.
- Demonstrated ability to adapt to new environments and work with multi-national staff.
