Division & Project Overview:

The International Development Group (IDG) is one of three international program divisions at URC/CHS and manages health and education programs. The position of operations officer is for the Global Reading Network – Reading within Reach Project. The aim of this 5-year initiative is to build a Global Reading Network focused on improving reading outcomes in the primary grades. This network will bring together governments, practitioners, civil society organizations, academics, funders, UN agencies, and other stakeholders invested to work collaboratively to improve quality and expand the reach of reading interventions around the world. A sub goal is to assist the global partners in the development of indicators and metrics that relate to the monitoring and assessment of the reading skills of children in a reliable manner.

Roles and Responsibilities:

The Operations and Outreach Manager will:

  • Manage project operation and finances under the direction of the Project Director
  • Works closely with the project’s technical and administrative team to arrange appropriate logistical support for project activities
  • Supervises the planning and logistics of large international events with external partners
  • Oversee procurement efforts for the project including selection and negotiation with vendors and subcontracts
  • Participate in negotiations with client on contract issues and actions, and follows-up on client request and concerns
  • Ensure strong working relationships between client and working groups
  • Oversee proper operational and financial management of subcontracts
  • Ensure production and timely submission of technical and financial reports
  • As part of the senior management, take part in the deliberations of the regular management meetings of the project
  • Other duties as assigned

Minimum Qualifications:

Required Experience & Qualifications

  • Bachelor’s degree in accounting or business administration, international relations, education or other related fields
  • 5 to 8 years of experience working with USAID funded projects requiring a knowledge of relevant accounting systems, budgeting, administration, and Federal rules and regulations

Desired Experience & Qualifications

  • Previous experience financial and administrative management of large donor funded projects, USAID Time and Material preferred
  • Strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable
  • Demonstrated interpersonal, written and oral presentation skills
  • Demonstrated ability to work independently and in teams
  • Oral and written English language
  • Strong interpersonal and presentation skills.
  • Excellent organizational skills and attention to detail.
  • Professional judgment demonstrated through a work and education history that supports the ability to multi-task and meet demanding assignments under tight deadlines in a team-oriented environment.
  • Comfort and proficiency in Microsoft Word, Excel, PowerPoint, database management, and related software including website content management systems.
