Operations Manager Kiribati National Position

The Kiribati-Australia Education Program in Tungaru (EduKAiT – formerly known as the Australia-Kiribati Literacy and Inclusive Education Program [AusKLIP]) will be the main platform for Australia’s future support to the Government of Kiribati and Ministry of Education (MoE), as it implements the latest Education Sector Strategic Plan (ESSP 2024-27).

The EduKAiT program commenced in October 2023, in parallel to the design process. The EduKAiT design will develop a new Program Logic, new objectives and new ways of working. Indicative End of Program Outcomes may be refined and validated through the design.

The new design will be available in early 2024 and will identify the support to be provided to the Ministry of Education over the coming years.

Accountability & Working Relationships

  • The Operations Manager reports to the Interim Team Leader in the planning, managing and reporting of their work.
  • The Operations Manager will work collaboratively with the Kiribati team, the Ministry and with international specialists to support program planning, activities and reporting.

Role and Responsibilities

The Operations Manager will lead the program operations team, to provide efficient and effective operational support services for the EduKAiT program. This includes providing leadership and contributions to the program finances, travel and logistics, ITC, program planning and reporting, and in human resource management.

The Operations Manager will oversee the EduKAiT Operations Team in their delivery of support to MoE. Reporting to the Team Leader, the Operations Manager will work closely with the Operations and Finance Specialist.

Operations Manager responsibilities include:

  • Manage day to day operations of the program office and the Operations team, guiding the team and monitoring their work performance.
  • Working with the TL and DT Global, assist in the ongoing development and review of the EduKAiT program Operations Manual so that its content and related templates reflect the DT Global HR and OH&S requirements and the program’s quality processes and procedures.
  • Liaise with Ministry colleagues on ways program and Ministry operational systems can work efficiently together.
  • Provide timely and strategic advice to the program on ways of working effectively with the MoE and with other Kiribati Ministries.
  • Arrange for the logistical and operational support for technical specialists, including prior to and during their time working in Kiribati.
  • Assist in the tendering, monitoring and managing of the EduKAiT service and procurement contracts that are entered into with local and international suppliers.
  • Lead in the management of the program assets, including maintaining the EduKAiT asset register.
  • Gain an understanding of DT Global’s policies and Code of Practice, including in PSEAH, gender, fraud, child protection, and Occupational Health and Safety (OHS), and reflect these safeguarding policies into the EduKAiT work environment.
  • Provide any other operational management or support to the program as required, and as delegated by Operations and Finance Specialist.
  • Travel within Kiribati as may be required.

Selection Criteria

Qualifications

  • A degree in Management or in a related field is desirable.
  • Training in the use and monitoring of ITC systems and in the use of Office software applications (MS Word and Excel) is preferred.

Experience

  • Demonstrated experience in producing high quality, succinct summaries and reports.
  • Demonstrated experience working in a team, including leading, mentoring and coaching colleagues who may be from different social and cultural backgrounds.
  • Experience of managing and monitoring staff performance and behaviour within an organisation’s Codes of Conduct.
  • Knowledge of Government of Kiribati systems

Skills & Abilities

  • High level oral, written and listening skills and the ability to communicate and negotiate effectively with a diverse range of people and cultures.
  • Ability to self-manage the allocation and delegation of work and program priorities to meet agreed deadlines with minimal supervision.
  • Work collaboratively with team members and Ministry counterparts to encourage ownership and leadership in respective activities.
  • High level of confidentiality, personal accountability, initiative and ethical standards.
