Job Description

Background 

SoCha is currently bidding to the UK Foreign, Commonwealth & Development Office (FCDO) to deliver the Verification and Technical Assurance Programme-Ukraine (VERITAS-UKR). This flagship programme will provide demand-led independent third-party monitoring (TPM) and portfolio-level evidence services across FCDO’s Official Development Assistance (ODA) portfolio in Ukraine. The programme will also pilot an innovative Civil Society Organization (CSO)-led monitoring model, designed to strengthen accountability and ensure aid is responsive to the needs of Ukrainians.

As part of our proposed core team, SoCha is recruiting an Operations and Security Manager to oversee duty of care, logistics, and security arrangements for the VERITAS-UKR programme. This role will ensure safe and effective delivery of TPM activities across Ukraine by developing and implementing robust security protocols, monitoring contextual risks, and supporting operational planning for field missions. The Operations and Security Manager will play a critical role in safeguarding staff, partners, and beneficiaries while enabling timely, high-quality monitoring in a complex and high-risk environment.

This position is contingent on contract award and is expected to commence on or around 30 November 2025.

Responsibilities

  • Develop and oversee duty of care and security protocols for all staff and subcontractors;
  • Monitor security, situational, and political context across Ukraine and advise on access feasibility;
  • Plan logistics and operational arrangements for TPM field missions;
  • Train field staff and subcontractors on security and safeguarding protocols;
  • Liaise with FCDO security teams, local authorities, and security providers;
  • Ensure compliance with FCDO and SoCha security guidance, safeguarding standards, and “do no harm” principles.

Qualifications and Experience

  • Degree in security management, logistics, or related field (or equivalent experience);
  • Experience managing operations and security in fragile/conflict settings;
  • Strong understanding of humanitarian access, duty of care, and risk management;
  • Demonstrated ability to design and enforce security SOPs for field-based staff;
  • Excellent organisational, communication, and negotiation skills.
