Job Description

Background 

SoCha is currently bidding to the UK Foreign, Commonwealth & Development Office (FCDO) to deliver the Verification and Technical Assurance Programme-Ukraine (VERITAS-UKR). This flagship programme will provide demand-led independent third-party monitoring (TPM) and portfolio-level evidence services across FCDO’s Official Development Assistance (ODA) portfolio in Ukraine. The programme will also pilot an innovative Civil Society Organization (CSO)-led monitoring model, designed to strengthen accountability and ensure aid is responsive to the needs of Ukrainians.

As part of our proposed core team, SoCha is recruiting a Risk and Compliance Manager to oversee risk monitoring, compliance systems, and safeguarding for the VERITAS-UKR programme. This role will be responsible for maintaining the programme’s risk register, monitoring contextual, fiduciary, and safeguarding risks, and ensuring effective mitigation strategies are in place. The Risk and Compliance Manager will play a vital role in upholding integrity, accountability, and duty of care across all workstreams, ensuring that TPM and research activities are delivered to the highest ethical and compliance standards in Ukraine’s complex operating environment.

This position is contingent on contract award and is expected to commence on or around 30 November 2025.

Responsibilities

  • Maintain and update the programme risk register in line with FCDO requirements;
  • Monitor contextual, operational, fiduciary, safeguarding, and reputational risks;
  • Ensure all TPM activities integrate risk analysis and mitigation strategies;
  • Provide quarterly risk assessment updates to FCDO;
  • Support staff training and awareness on compliance and safeguarding standards;
  • Escalate major risks to the Team Leader and FCDO in a timely manner.

Qualifications and Experience

  • Degree in risk management, compliance, or related discipline;
  • Experience in risk management or compliance roles in donor-funded programmes;
  • Demonstrated knowledge of safeguarding, data protection, and fiduciary risk controls;
  • Strong analytical and reporting skills, with ability to propose practical mitigation measures;
  • Familiarity with fragile/conflict-affected contexts preferred.
