The anticipated USAID-funded project “Karabo ea Bophelo” (KB) project will work to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), adolescent girls and young women (AGYW) in Berea, Leribe, Mafeteng, Maseru and Mohale’s Hoek districts, Lesotho.
The M&E Director will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility of reporting on project outputs and outcomes and for ensuring quality of interventions. H/she will responsible for all data submissions in accordance with PEPFAR and USAID requirements. S/he will provide technical guidance and support to any consortium members or sub-grantees (as applicable) in establishing and implementing their monitoring and evaluation systems for the project. This position is contingent upon award of funds.
- Develop project-specific monitoring tools in collaboration with relevant departments.
- Support Project staff in developing project results frameworks (input, output, outcome and impact), and develop relevant indicators and targets for result areas.
- Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
- Develop data collation and aggregation tools, as well as maintain project databases.
- Integrate the use of innovative technologies, data platforms, and GIS mapping for data collection, management, and reporting.
- Review and finalize Monthly, Quarterly and Annual MERL workplans and budgets.
- Oversee the development of donor reports, ensuring that all donor reporting requirements on program impact are met.
- Coordinate the design and implementation of baseline, mid-term and end of project evaluations, surveys, special studies, and other components of the project’s MERL system.
- Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts.
- Supervise project M&E staff.
- As applicable, provide one-on-one technical assistance, mentoring and coaching to support partners in: ensuring realistic targets are set for all required and customized indicators, as well as conducting and facilitating MERL training for partners that include basic MERL, data quality management, basic data analysis, and managing evaluations.
- A Master’s degree in public health, epidemiology, biostatistics, demography, or related field.
- At least 7 years of experience in establishing / designing M&E systems and tools and managing data intensive health programs, preferably for PEPFAR/USAID-funded programs.
- Relevant technical experience related to OVC care and treatment and AGYW prevention.
- Experience with qualitative and quantitative M&E data collection and analysis methods.
- Demonstrated knowledge of and experience with USAID reporting and MER indicators.
- Demonstrated experience in designing and managing operational research and evaluations.
- Experience in program quality management (both services and data quality) and quality. improvement systems.
- Demonstrated writing and data presentation skills.
- Demonstrated skills in project design, implementation, and reporting, preferably for USG funded programs.
- Fluency in written/spoken English.
- Experience in working with mobile health data systems (mHealth) highly desirable.
