Payroll Systems Expert, Afghanistan

Job Description

Chemonics seeks a short-term payroll systems expert for the Capacity Building Activity (CBA) in Afghanistan. The CBA project supports Afghanistan’s Ministry of Education in meeting the ambitious goals in its 2015-2020 National Education Strategic Plan through systems-strengthening initiatives in teacher recruitment, educational management information systems, finance and budgeting, payroll, and internal audit. The contractor’s Systems Improvement Technical Experts (SITE) team will bring world-class, specialized technical assistance to implementation of the internal audit action plan for the project. Our SITE experts, as detailed in CBA’s contract, are leading experts in their fields who constitute short-term recurring staff providing in-person or remote support to lead working group activities, deliver capacity building alongside Ministry of Education counterparts, and play a key role in the pursuit of the Ministry, Provincial, and District Action Plans.

The payroll systems SITE expert will support the local payroll systems lead while completing contractual deliverables for the payroll component. The payroll systems expert will collaborate with the project chief of party, deputy chief of party, and payroll systems lead to facilitate the development of deliverables for timely submission to USAID. Responsibilities include:

  • Implement the payroll systems action and intervention plan through collaboration with the payroll systems lead and technical working group
  • Implement electronic fund transfer and banking payment plan
  • Assess implementation and impact of PSOPs developed under CBA
  • Develop a payroll capacity development program
  • Redesign and implement standard payroll processing forms and templates, and support computerized payroll processing system
  • Introduce and maintain a quarterly payroll quality assurance program
  • Develop an internship program to increase professionalism in payroll
  • Assess global integrated payroll, human resources, and payment software
  • Complete all annual contractual deliverables for the payroll systems component

Qualifications:

  • Post-graduate qualification in human resource management, organizational development, business administration, public administration, or related area
  • Minimum 10 years’ relevant technical experience working at the ministerial level on issues related to payroll and human resource systems
  • Experience developing and implementing human resource and payroll systems for national governments
  • Knowledge and experience managing on HR and organizational issues including training, performance management, job design, employee relations, and change management
  • Experience providing HR management advice to government institutions in developing countries
  • Proven ability to manage change in a complex and challenging work environment
  • Highly developed interpersonal skills, with the proven ability to build effective relationships and communicate with a range of internal and external stakeholders
  • Demonstrated public sector experience and a hands-on, practical approach
  • Knowledge and experience with USAID recruitment guidelines and the Afghan context are preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluent English
