Job Description

This vacancy announcement is issued pursuant to an agreement between UN Secretariat, Department of Management, Office of Information and Communications Technology (OICT) and UNOPS.

EAC-BKK Human Resources Solutions Section (HRSS)

In 2014, Enterprise Application Centre-Bangkok (EAC-BKK) was established to serve as Asia-Pacific hub to build and maintain enterprise applications for the United Nations Secretariat. Preceding the formalization of EAC-BKK, Inspira Technical Support Centre (ITSC), then under Office of Human Resources Management (OHRM), was established in September 2009 in Bangkok to support the introduction of PeopleSoft-based applications for human resources talent management in the global United Nations Secretariat.

As a part of UN’s global ITC strategy and capacity enhancement, the ITSC joined forces with Office of Information and Communications Technology (OICT) to become Human Resources Solutions Section (HRSS) within EAC-BKK, bringing the profound expertise and knowledge of human resources solutions and technology in the UN Secretariat to EAC-BKK.

After introducing Inspira as the new recruitment system, a pilot to augment the system as performance management tool began in April 2010. The global rollout of Inspira performance management system had been completed in 2012. Inspira now offers the learning and development modules to both UN staff members and external users.

Inspira is integrated with the Secretariat’s ERP solution, Umoja, through bi-directional data services. In 2013, Inspira was rolled out to the field missions for recruitment and performance management system. Inspira is recently upgraded to the latest Oracle Peoplesoft 9.2 version. In Q4 2015, Inspira went live with UN secretariat mobility program.

The EAC-BKK/HRSS requires technical resources to assist development, operations and deployment of ICT Systems to achieve its mandates.

Oracle PeopleSoft Development Project

Manage configuration, extension, Support and integration for the Inspira System at the UN. This includes support of PeopleSoft systems along with support of infrastructure for other Inspira related applications.

III. Functions / Key Results Expected

Summary of Key Functions

  • Maintenance and support of PeopleSoft System.
  • Integration with other UN systems.
  • Managing Hosting partners and other Inspira applications.

1. Maintenance and support of PeopleSoft System:

  • Maintain and support of Inspira - PeopleSoft system.
  • Participates in the development, testing, debugging and implementation of new releases of Inspira modules and functionalities.
  • Should have experience in performing PeopleSoft upgrades & hands on experience in working with 8.50 & 8.54 Tools.
  • Develops, tests and implements backup and recovery strategies for PeopleSoft applications using UN established standards for IT technologies, programming languages and tools.
  • Maintenance and support of Inspira - Offline Applications.
  • Support of Inspira learning management system.
  • Works in planning, specification and implementation design, of new patches and upgrades;
  • Handles migration of PeopleSoft objects from Non-Prod to Prod instances, ensuring proper Backup and rollback plan is in place.
  • Works in troubleshooting issues with App/Webservers/Prcs Schedulers & Oracle database.
  • Install new PeopleSoft systems, applying patches and maintaining local servers.
  • Prepare training documents and Configure users to conduct training on Inspira Upgraded version.

2. Integration with other UN systems:

  • Create scripts to automate Integration with other UN systems like UMOJA and produce daily consolidated reports.
  • Proficient in writing UNIX shell scripts to monitor Inspira application, scheduled jobs, and automate notification in case of any issues/outages.
  • Support development team in performing day to day activities.
  • Should be able to handle new requirements in integration with other systems.
  • Works on issues with related to Single Signon, IB and other issues between PeopleSoft systems.

3. Managing Hosting partners and other Inspira applications:

§ Act as a focal point for managing hosting partners, and ensuring the applications are working as per SLA.

§ Should be able to handle critical projects like Application upgrades and other Hardware changes.

§ Efficiently plan, develop, implement and monitor the work programme to ensure timely and cost-effective delivery of results that best serve the interests of the Organization.

§ Works in creating, publishing and customizing UPK to meet UN standards.

§ Maintains and supports Inspira Bug tracking system.

§ Performs other duties as assigned, Shows willingness to learn new technology.

IV. Impact of Results

The key results have an impact on the overall efficiency of the Inspira, technical stability and reliability of the installed systems, other dependent Inspira systems and success in introduction and implementation of ICT strategies and policies. Appropriate delivery of services ensures client satisfaction and enhances credibility of EAC-BKK as an effective and efficient organization in the ICT sector.

VI. Recruitment Qualifications

Education:

Master’s Degree or Advanced University degree, preferably in Information Sciences, Computer Science, Engineering, Business administration or any science/logic related discipline. A first-level university degree in combination with required qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum of 2 years of relevant experience in the field of information technology and/or telecommunication and systems, preferably in an international development environment.

Experience with Inspira system maintenance, Offline application, architecture and process knowledge is “required”. Experience in implementation and upgrade of Oracle PeopleSoft system of version 9.0 and above is “required”.

As administrator should have exposure and experience to maintain & support PeopleSoft environments at international level.

Language Requirements:

Fluency in written and oral English and the language of the duty station required. Knowledge of second UN working language desirable.
