Scope of Work (SOW)

Background

The purpose of the Advancing the U.S.-India Partnership Platform (APP) activity is to support USAID/India staff and stakeholders to be more efficient, effective, transparent and skilled in achieving planned development outcomes. The APP Activity is a central Mission platform for integrating Collaboration, Learning and Adaptation (CLA) throughout the design and implementation of USAID/India’s activities and ensuring that development activities funded by USAID/India achieve their intended results through strong performance management.


The APP mechanism supports USAID staff and implementing partners to be more efficient, effective and transparent in achieving program results, while also learning from other Mission-managed mechanisms. This includes conducting/providing: performance monitoring support; performance and impact evaluations; related assessments, survey data, and other special studies; related capacity strengthening for Mission and partner staff in monitoring, evaluation and learning (MEL), support/services on the Strategy, and/or Activity design, data analysis and use; support for implementing a CLA approach in the Mission, including logistics and facilitation for partner workshops, learning events, knowledge management, activity reviews, pause and reflect activities, staff retreats, and multi-stakeholder field trips.


Position description and rationale:

The Performance Plan and Report (PPR) is USAID’s annual report measuring performance against objectives set out in the Country Development Cooperation Strategies (CDCS). APP is seeking short-term PPR Support Specialist to provide technical expertise and support USAID/India staff in the development of its annual PPR.


Level of Effort, location, and reporting: Approximately sixty days over the course of three months. The PPR Support Specialist reports to the Chief of Party. The position requires travel to India during the period September – December 2024.


RESPONSIBILITIES

  • Provide leadership and technical support to the development and completion of USAID/India’s annual Performance Plan and Report (PPR).
  • Work closely with technical offices to develop narrative.
  • Manage the work of a second consultant tasked to support with indicator data.
  • Prepare results narrative using up-to-date information from IPs, evaluations, and other reports/sources.
  • Ensure PPR data is accurate and of high quality.
  • Collaborate with USAID/India and IP staff on PPR issues, facilitating sessions as necessary.
  • Develop a brief inception report detailing the proposed approach and timelines for the various tasks to be undertaken to serve a workplan for the implementation.
  • Provide end of consultancy report detailing the processes, challenges and recommendations for future PPR development.


QUALIFICATIONS

  • Master’s degree in social sciences, development studies or related field.
  • Eight years of experience in M&E, data collection, analysis and management
  • Experience with the USAID PPR process in the past three years
  • Familiarity with USAID Automated Directive System (ADS) 201 and other USAID M&E guidelines.
  • Experience with results frameworks and application of theory of change
  • Ability to lead and work with diverse technical teams and build positive working relationships.
  • Ability to be responsive and independent in a dynamic, client-facing environment.
  • Excellent command of written and spoken English.
  • Excellent collaboration, management, and communication skills.
  • Prior experience working in India or Indo-Pacific region preferred.
  • Sectoral experience in health, private-sector engagement, partnership strengthening, inclusive social/economic development, emerging technology and climate change mitigation preferred.
