Job description Policy Manager

OBJECTIVES
The overall goal of the CEPI People, Policy and Planning team is to support CEPI with cross cutting functions related to HR, Strategy, Portfolio Management, Planning and externally facing Policies.
The objective of the Policy Manager role is to develop and deliver high quality global policy and position statements for CEPI to add maximum value to the CEPI mission; advise the CEPI leadership on policy developments in relevant global health fora and liaise with internal and external stakeholders on policy-related questions. The Policy manager reports to the Director, People, Policy and Planning/Deputy CEO.
ACCOUNTABILITIES
- Stay abreast of changes in the global health landscape and policy developments among key stakeholders relevant for global preparedness for emerging infectious diseases.
- Monitor relevant literature on vaccines, immunisation, global health and other areas relevant to CEPI’s strategic objectives.
- Develop, maintain and promote policies and position statements to achieve global preparedness, rapid response to outbreaks and long-term sustainable solutions.
- Develop concept papers, conceptual frameworks, summary documents and reports as relevant and support the drafting of policy recommendations for CEPI governance processes.
- Develop and maintain the relationship with external stakeholders, including through CEPI governance bodies and the Joint Coordination Group, WHO, Gavi, MSF, industry partners, affected countries and others.
- Ensure implementation of the relevant policies within all communications from the organization, supporting consistent messaging.
- Advise the leadership team and employees on issues related to CEPI policies and position statements
- Conduct analyses and support consultation processes to ensure that policy recommendations are evidence-based and informed by relevant stakeholders and affected country views
- Support the development of evidence-based advocacy tools and materials.
EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS
- Master’s degree or higher in relevant discipline
- A minimum of eight years of relevant professional experience in policy, strategic partnerships, in development or global health; is required
- Experience working on complex projects with diverse stakeholders
- Experience with qualitative and quantitative analysis methods
- Self-starter with strong planning and project management skills, and with a pro-active work attitude
- Ability to communicate complex topics into digestible briefings and to non-specialist audiences
- Strong analytical and problem-solving skills; a logical thinker with intellectual curiosity and the ability to think strategically
- Strong written (and oral) communication skills, with demonstrated ability to deliver high quality work within tight deadlines
- Strong interpersonal skills
TRAVEL AND LOCATION REQUIREMENTS
- International travel will be required
- The position is based in Oslo, Norway
