PURPOSE

The role of the Strategy & Impact, Portfolio Manager, is to support the Director of Strategy in defining the investment blueprint for the WHO Foundation..This includes supporting engagement with WHO and external partners, donors and interlocutors; the technical/programmatic development of the opportunities for investment and collaboration; working closely supporting research, writing and analysis in the areas of mental health, digital health, climate and health, health equity, primary healthcare and health emergencies. The Strategy and Impact Manager will oversee the management of grants around the various thematic areas and will help develop the metrics to measure impact across the WHOF portfolio. The Strategy and Impact Manager will supervise a number of consultants/staff working across the thematic areas.

REPORTS TO
The Strategy & Impact, Portfolio Manager will report to the Director of Strategy and will work in close collaboration with the entire S&I team as it grows, supporting design and implementation of the Foundation strategy, monitoring and evaluation (M&E) across the WHO Foundation, as well as across all workstreams of the WHO Foundation including developing close working relationships with partnerships, philanthropy, impact finance and communications teams.

ACCOUNTABILITIES & FUNCTIONAL RESPONSIBILITIES

1. Overall

  • Support the Director of Strategy to identify investment opportunities and build partnerships with both private and public sector to support WHO and implementing partners in the global health ecosystem. Overall, the responsibilities of the Program Officer - Global Health will be broad-ranging and complex in nature and the successful candidate will need to be prepared to adapt and respond quickly and effectively to new demands on their expertise and experience. The role will demand a combination of strategic and operational tasks with strong ability to identify and cultivate relationships, in a rapidly evolving context.

2. Support to strategy development and execution

  • Support the Director of Strategy in development of the portfolio of investments for the WHO Foundation. This includes finalizing the Diagnostic process across six thematic areas, including Climate and Health, Digital Health, Health Equity, Mental Health, Primary Health Care and Health Emergencies. The Diagnostic exercise is the start of the Foundation’s journey, and therefore this role will support the entire Impact and Strategy team to build on this exercise, explore new and ongoing opportunities, for short term wins, long term collaborations and non financial areas of partnerships.

  • Research, writing and analysis of key trends in global health including new opportunities for engagement.

  • Development of pitch decks, concept notes, and briefing reports, as needed across the team.

3. Proposal development, grant making and project management

  • Support on proposal writing in collaboration with partnerships, philanthropy, impact finance and communications teams across the WHO Foundation.

  • Support the Director of Strategy to manage a team of technical consultants across aforementioned thematics (and potentially others to be identified) with expert knowledge and experience in the range of thematics covered by the Foundation.

  • Operational, technical and financial support of the grant management cycle including identification of partners and projects, disbursement of funds, M&E (in collaboration with the Senior Impact Officer) and reporting.

4. Financial planning and monitoring

  • Responsible for managing identified budget envelopes for planning and operations, including annual and project budgets, incoming and outgoing grants, and adhering to financial compliance and regulatory spending requirements as per donor and partner agreements, and WHO Foundation policies.

5. Lead design of comprehensive impact measurement for the WHO Foundation

  • Undertake a diagnostic to explore the impact measurement needs of the WHO Foundation, vis a vis its role of supporting and working directly both with WHO and other actors across the global health ecosystem - this will include extensive work with WHO to ensure harmonized and lean systems and processes

  • Following this exercise, develop the impact measurement framework(s) for the WHO Foundation, including development of all tools and processes, to ensure the WHO Foundation can monitor the impact of its investments and communicate both internally and externally in this area

  • Ensure training and communication of the impact measurement across the Impact and Strategy Team and across the WHO Foundation

6. Data quality monitoring, assurance and management

  • Coordinate across the WHO Foundation teams, WHO and partners on the design of data collection, quality control, data transfer, data management, and report generation for all grants

  • Support on impact measurement within writing of proposals in collaboration with partnerships, philanthropy, impact finance and communications teams across the WHO Foundation.

  • M&E oversight of the grant management cycle including development of logframes and M&E plans

  • Maintain a proactive and forward-thinking approach to data management

  • Lead the development, implementation and documentation of data quality assurance procedures

  • Monitor incoming data; develop run, and maintain quality assurance codes and generate queries; maintain audit trail for data cleaning

  • Provide timely and accurate responses to technical queries

  • Advise on data storage, version control, and archiving practices

7. Team management

  • Provide leadership across the Impact and Strategy Team, hiring and managing staff and consultants as the WHO Foundation portfolio grows.

  • Support the professional development of supervisees and ensure regular reviews of performance.

8. Internal coordination and management

  • Participate in internal coordination meetings and provide written updates on progress where requested.

  • Ensure harmonization between the philanthropy, partnerships, communications, and innovative finance workstreams of the WHO Foundation.

  • Support the entire S&I and Foundation team in utilizing data to support cases for investment for the philanthropy and partnerships team

9. Development partnerships and relationship building

  • Work with the philanthropy and partnerships teams to develop and cultivate a highly international network of potential donors and/or partners, including HNWI, family offices, family foundations, and corporations, globally.

PROFILE

  • You are an experienced and values-driven global health professional with a proven track record of developing, executing, and monitoring global health programmes and partnerships and building relationships with partners and senior stakeholders across the global health ecosystem.
  • A minimum of 7-10 years of progressively responsible experience as a global health practitioner.
  • Good knowledge and networks across the global health ecosystem and proven relationship building skills. Knowledge of and experience working with WHO an asset.
  • A track record of successfully developing and supporting innovative and high impact global health programming. Experience in a combination of Climate and Health, Digital Health, Health Equity, Mental Health, Primary Health Care and Health Emergencies an asset.
  • Strong leadership skills and aptitude to work with autonomy and entrepreneurship, both individually and as part of a complex team effort.
  • An acute understanding of the M&E and impact metrics field, to monitor and quantify impact for global health stakeholders.
  • Comfort with and/or experience of operating in a lean, start-up environment.
  • Experience in working within or alongside strategic communications and brand-building professionals.
  • Superior interpersonal and communications skills and capacity to build excellent relationships with key stakeholders, particularly with high-level individuals in a multinational environment. While a line management role, skills associated with management needed - coordination of partners and technical teams, face of WHOF with regional teams and technical colleagues
  • Strong analytical skills, database proficiency and outstanding budgetary and financial skills, including target setting and monitoring and proficiency in Excel and Salesforce.
  • Excellent graphic design skills in PowerPoint, and use of Canvas or other platforms an asset.
  • Outstanding interpersonal skills and diplomacy, sensitivity to political issues.
  • Aptitude to work with flexibility, entrepreneurship, and diplomacy both individually and as part of a complex team effort.
  • Advanced university degree (Master’s degree or equivalent), in medicine, public health international development or related fields is a plus.
  • Experience working in an international environment and with people from different cultural backgrounds and cultural sensitivity.
  • Fluency in English, other languages an advantage.
