General Statement of Purpose of the Contract
The PMI/USAID Resident Malaria Advisor, in collaboration with the other PMI Team members, will oversee the planning, implementation, and monitoring of PMI activities in Burma. S/he shall work within the USAID/Burma Mission and lead the interagency PMI Team in Burma to coordinate all U.S. malaria efforts, including providing technical direction and strategic guidance to implementing partners of USAID’s malaria portfolio. plio. S/he will liaise with representatives of PMI in USAID/Washington, CDC Atlanta, and USAID’s Regional Development Mission for Asia (Thailand). S/he will provide managerial and technical support to Global Fund Principal Recipients, the national Malaria Technical Strategic Group, and other in-country stakeholders. In addition, the PMI Resident Advisor shall represent PMI on various national and international technical and policy forums. The PMI/USAID Resident Advisor plays a central role in representing the U.S. Government in critical technical and policy forums, in resolving problems and conflicts, and in taking steps necessary to meet deadlines. The PMI/USAID Resident Advisor performs inherently governmental functions such as officially representing PMI at functions; advising on policy matters; managing contracts and grants; budgeting; developing planning documents and work plans; and reporting. The PMI/USAID Resident Advisor will report to the Director of USAID/Burma OPH or his/her designee, who will provide overall operational oversight and supervision.
DUTIES AND RESPONSIBILITIES
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
1. Education and Prior Work Experience
i. Masters-level (or higher) training in public health, epidemiology, demography, social or behavioral science health care, health management, international development, or related field from a college/university accredited in the United States or equivalent from another country; and,
ii. A minimum of seven years of experience in public health/development program planning and management, with at least four years in a cross-cultural developing country setting. At least five years’ experience overseeing infectious disease programs with a focus on HIV/AIDS. Experience working with the U.S. Government’s PEPFAR program is strongly desired.
2. Leadership Skills and Experience
i. Demonstrated experience leading diverse teams to manage large-scale, international infectious disease programming for under-served and/or otherwise marginalized populations in complex, resource-constrained, and/or conflict-affected environments.
ii. Ability to conceptualize, develop, and implement new strategies/initiatives to control the spread of infectious diseases in resource-constrained, and/or conflict-affected environments. complex,
iii. Ability to manage, mentor, and guide other professional and technical staff.
iv. Ability to provide leadership and make recommendations and decisions for USAID/Burma’s Infectious Disease programs based on professional, technical, administrative and fiscal considerations.
v. Ability to analyze contextual and program data and guide diverse teams to adopt adaptations that improve effectiveness of USAID/Burma’s Infectious Disease programs.
vi. Ability to apply policy directives to activity design, implementation, and monitoring and evaluation.
vii. Ability to exercise independent judgment regarding Infectious Disease programming across multiple U.S. Government agencies.
viii. Technical leadership at conferences, meetings and through presentations to communicate best practices, new evidence, and innovations.
Knowledge Level
i. Technical expertise in HIV/AIDS, with knowledge of evidence around effective programming for prevention, diagnosis, treatment initiation, and continuity of care for KP, including Men Who Have Sex with Men (MSM), Female Sex Workers, and People Who Inject Drugs (PWID).
ii. Understanding of sound technical programming for TB, COVID-19, and/or other infectious diseases.
iii. Comprehensive understanding of program design, implementation, and evaluation approaches for infectious disease programming that are effective if complex, resource-constrained, and/or conflict-affected contexts;
iv. Experience in behavior change methodologies and their application among most at risk populations; experience with PWID desired;
v. Strong working competency in computer applications to carry out management functions and statistical analysis.
4. Interpersonal and Communication Skills
i. Demonstrated ability to develop and maintain collaborative relationships with senior U.S. government officials, international organizations, multilateral and bilateral agencies, implementing partner Chiefs of Party, and with local civil society;
ii. Proven ability to work independently and problem solve across disciplines;
iii.Demonstrated ability to work collaboratively and engage in problem-solving within an interagency U.S. Government team and with external stakeholders in order to effectively advocate for state of the art programming and influence the positive performance of Infectious Disease programs;
iv. Excellent facilitation, and teambuilding skills;
v. Excellent written and oral communication skills.
vi. Demonstrated professionalism to effectively manage multiple pressing priorities by working calmly, tactfully and effectively under pressure; and
vii. Demonstrated ability to mentor other staff.
