Job Title/Grade: Pricing Analyst/Senior Pricing Analyst (7-8)

Department: USG Finance and Operations

Reports to: Senior Pricing Manager

Function of the Position:

The Pricing Analyst/Senior Pricing Analyst is a key position that reports to the Senior Pricing Manager and works closely with Contracts Administrators and the Business Development, Operations Support, and Finance groups to lead compliant cost/price strategies and cost/price proposals/volumes in response to U.S. Government and other entities’ RFPs/RFQs/RFAs. The Senior Pricing Analyst is accountable for the accuracy, completeness, and compliance of the cost/price proposal/volume and must develop working knowledge of applicable government and commercial contracts regulations.

Roles and Responsibilities:

  • Lead/Develop cost/price model, pricing cost narrative, and price strategy
  • Prepare and review complex contract/subcontract budgets, task orders and pipeline analyses
  • Prepare/present management briefings
  • Analyze RFPs and ensure proposal pricing requirements are met
  • Apply pricing concepts, tools, and techniques using Excel to develop timely and appropriate cost/price worksheets to support proposal responses
  • Complete all cost requirements identified in RFPs
  • Establish and coordinate cost proposal schedules; monitor schedule and resolve problems
  • Assist negotiating teams in preparing offers and counter-offers and make recommendations on the financial impact of terms and conditions trade-offs
  • Maintain a negotiation audit trail of changes/adjustments from initial proposal through final price agreement
  • Serve as a consultant and spokesperson regarding proposal/pricing matters of major significance
  • Interface with clients, senior management, peer staff, subcontractors, and all other relevant internal and external entities as necessary to prepare, negotiate, and finalize costing activities
  • Ensure that all cost estimates are justified and supported
  • Support internal and external pre-award and post-award audit requests. Update proposal as required
  • Calculate proposed returns for new business proposals and articulate risks and levers of profitability for senior management team

The Senior Principal Pricing Analyst would also:

  • Work independently with minimal to no supervision
  • Serve as a cost reviewer of pricing activities prepared by other staff
  • Support delivery of the pricing training program (Proposal Budget) for the new business specialists and other staff from DAI’s delivery department
  • Coach a number of DAI staff within Delivery and Business Development on pricing and cost resolutions for proposals with USAID and non USAID clients
  • Provide formal and informal (1:1) guidance and mentorship on challenging pricing issues

Additional responsibilities may be assigned depending on evolving business needs.

Minimum Qualifications :

Pricing Analyst (7): Bachelor’s degree and a minimum of 4 years professional work experience; or Master’s degree and minimum of 2 years of professional work experience.

Senior Pricing Analyst (8) : Bachelor’s degree and a minimum of 5 years professional work experience; or Master’s degree and minimum of 3 years of professional work experience

  • Knowledge of US Government funded projects and technical assistance contracting procedures.
  • Experience pricing cost proposals to respond to RFPs from different US Government Agencies and/or other International Donors
  • Experience working in international development
  • Advanced proficiency with spreadsheets (e.g., pivot tables, charts, vlookups) and other MS Office applications
  • Ability to handle multiple tasks in a fast-paced, deadline-oriented environment
  • Ability to interface with all levels of management is essential
  • Excellent oral, written, analytical, and presentation skills
  • Ability to work independently and as a team player, and to manage projects from inception to completion

Equivalent combinations of experience and training will be considered

Preferred Qualifications:

  • Knowledge of FAR, AIDAR, grants, and/or commercial contracting a strong plus
  • Experience with subcontracting procedures, since the pricing analyst will work closely with proposal teams, potential subcontractor organizations, and other DAI contract and subcontract staff
  • Pricing cost proposals specifically for USAID or DOD will be a plus.
