About the Position: AA/AFR is seeking a highly qualified and motivated FL-02 grade level officer to serve as a Power Africa’s Enabling Environment Team Lead. The position is based in Washington, DC, and provides expert support, guidance, and oversight to AA/AFR’s regional programs and Missions. This position is located within the Office of Power Africa. Power Africa tackles a critical impediment to sustainable economic growth and development in sub-Saharan Africa – the lack of access to electrical power. Overhalf of the people in sub-Saharan Africa, totaling more than 580 million people, lack access to electricity, thereby constraining their ability to obtain quality health care, education, and economic opportunities. Power Africa, a U.S. government-led partnership coordinated by USAID, pools the resources of 12 U.S. Government agencies, 20 development partners and over 170 private sector partners (with roughly half being U.S. companies), to double access to electricity in sub-Saharan Africa. Power Africa’s goal is to add more than 30,000 megawatts (MW) of new electricity generation capacity and connect 60 million new homes and businesses to power by 2030. Accelerating decarbonization to address climate change is at the core of the Power Africa model. Note: This role does not offer promotion potential due to its time-limited nature. To be considered for promotion, the person selected for this role must compete for higher positions.

Qualifications:

● Must be a U.S. citizen;

● Must have one year of specialized experience equivalent to the next lower grade level (i.e., FL-02 = one year prior at the 03 level). Examples of specialized experience include: Work experience in country affairs, program, and technical areas, especially as it relates to international development;

● Strong organization skills;

● Excellent written and verbal communications skills with technical and non-technical audiences;

● Detail- and deadline-oriented;

● Able to effectively coordinate with other USAID Operating Units (OUs), offices, and Bureaus on matters involving the countries of responsibility;

● Must be eligible to obtain and maintain a Secret-level security clearance.

Key Duties:

● Ensure the power sector maximally contributes to a partner country’s national and regional agenda by promoting responsible investment through transparent and competitive procurements; guide the incorporation of environmental and social safeguards within energy sector reforms.

● Support high-level strategic planning and implementation of the USG’s climate action plan, with a focus on aiding Africa’s transition to a just, reliable, and greener energy future; work with cognizant representatives and office leadership to achieve Power Africa’s goals in terms of megawatt capacity, connections, and transmission.

● Advise Power Africa activities and staff on the enabling environment trends, policies and directives, including but not limited to natural gas policy, competitive procurement, and social and environmental safeguards, serving as a resource to CORs on enabling environment topics, contributing to program design efforts to ensure alignment with USG enabling environment priorities and identifying and advance creative opportunities for collaboration and mutual support on decarbonization across USAID, the interagency, donors, and the private sector.

● Serve as a technical resource in developing programs, projects, and operational plans for economic growth activities that may operate at the global, regional, national, state, or municipal levels, and that may include grants, cooperative agreements, contracts, Public Private Partnerships, guarantees, capital transactions, and/or other forms of private-sector engagement.
