Job Description

Enabel supports policy implementation and develops programmes as well as partnerships that allow the local private sector to contribute to inclusive and sustainable growth. Enabel’s activities in the field of Private Sector Development aim to promote self-sustaining businesses in the partner countries as a basis for sustainable development, inclusive growth and decent job creation. The three principal strategic axes on which Enabel is working are: Improvement of the business environment; Strengthening value chains and economic sectors; Creation of businesses and improvement of performance. Our target groups are entrepreneurs, formal and informal sector workers, and local, regional and international businesses in partner countries. We focus particularly on micro, small and medium-sized enterprises (MSMEs), as they provide employment for the majority of people and offer great potential. We aim to create an enabling environment for these businesses and improve the conditions for investment by foreign companies at the same time.

Enabel’s key partners are government institutions (ministries and economic development agencies at national and decentralised level), private sector organisations (the chambers and business associations); business service providers; research institutions and certification bodies; trade unions and non-governmental organisations.

Job description

As the Private Sector Development Expert you join the Private Sector Development team within Enabel’s Sector and Thematic Expertise (‘EST’) department:

You provide expertise and advice for the preparation, follow-up and evaluation of interventions of Enabel in the domain of entrepreneurship or in domains of intervention requiring stronger involvement of private sector actors (vocational training and education; agriculture and support to agricultural value chains; health; infrastructure; local development…);

You contribute to elaborating a vision and an operational strategy of the Belgian Development Cooperation for the Private Sector Development domain;

  • You identify, initiate and provide technical support to Private Sector Development initiatives;
  • You participate in the design, implementation and monitoring of Private Sector Development activities;
  • You work with teams in the field, partners, local businesses and other stakeholders to improve the private sector business environment, to strengthen value chains and economic sectors and to support creation of businesses and improvement of their performance;
  • You support Enabel’s teams (in the field as well as at the head office) on matters related to the private sector;
  • You improve coordination between the public and private sector and provide technical support for the design and formalisation of innovative public-private partnerships;

You contribute to developing a national and international network of expertise.

Your profile

Qualifications

  • Master in economic or business sciences, management or other areas that are relevant for the job.

Required experience

  • Minimum 5 years of relevant experience in Private Sector Development policy or support to creation and development of MSMEs. This experience may include government work, banking/(micro-)financing sector, work in the private sector or work with a government entity or a donor agency in the areas above.
  • Experience with putting in place business development facilities.
  • Experience working with developing countries.

Required knowledge and skills

  • Hands on experience in business development services and sound understanding of entrepreneurial ecosystems are key for the position.
  • Strong understanding of economic institutions and regulatory frameworks and their role in creating an enabling business environment.
  • Capacity to enhance Private Sector Development and business support as well as a good understanding of related policy formulation and implementation issues.
  • Notable exposure to Private Sector Development issues in developing countries and knowledge of the institutional and political context is a strong asset.
  • Effective project management skills and ability to contribute significantly to the preparation, execution and supervision of complex interventions.
  • Ability to understand, conceptualise, and operationalise linkage between different policies and/or programmes in a context of multi-sector teams.
  • Ability to translate broad policy objectives into concrete development proposals, and to integrate divergent viewpoints of multiple external and internal stakeholders into a coherent project/programme/strategy.
  • Ability to work with autonomy, manage and complete multiple projects/ tasks simultaneously and to meet deadlines under pressure.
  • Excellent interpersonal, diplomatic and partnership skills.
  • Willingness to travel frequently.
  • Strong written and oral communication skills in French and English and a good understanding of Dutch.

We offer you

An open-ended contract based primarily at our head office with minimum 30 % of missions to the field in partner countries.

Our offices are located in Brussels, in the pleasant and lively Marolles neighbourhood, easily accessed with public transportation.

Gross monthly salary: (Head office class 6) 4 318,93 euro for 5 years of relevant experience. The salary will be calculated in function of the number of years of relevant experience.
