SCOPE OF WORK

Procurement and Logistics Specialist

Base of Operations: Quetzaltenango, Guatemala

1. Background:

DAI, a global development company, is seeking a qualified Procurement and Logistics Specialist to serve on the USAID-funded Guatemala Local Governance Project. This five-year project will be based in Quetzaltenango, with a field office located in Huehuetenango, Guatemala.

2. Purpose:

The Procurement and Logistics Specialist is responsible for ensuring all project procurement, including operations and technical activities, of goods and services are carried out compliantly and according to project deadlines. S/he will ensure that all procurements are compliant with FAR and AIDAR regulations, and consistent with DAI procurement policies and procedures.

3. Objectives and Duties:

The objectives and duties include but are not limited to:


Procurement

  • Lead efforts to competitively procure all goods and services for the program;
  • Provide oversight of the procurement process to ensure USAID compliance, cost reasonableness, allowability and allocability, accurate financial accounting, sufficient internal controls, and timely reporting;
  • In collaboration with the Grants Manager, Finance and Administration Manager and Deputy Chief of Party, help guide program teams in designing technical activities in support of the technical workplan;
  • Help develop bid documentation (such as RFPs), including scopes of work, specifications, and evaluation criteria;

    Logistics
  • Facilitate import/export and logistics matters, i.e. customs clearance of procured goods;
  • Prepare and maintain project exemption letters and shipments logs;
  • Manage logistics operations and inventory system;
  • Develop and implement the distribution plan for inventoried equipment;
  • Provide logistics support to operations throughout Guatemala;
  • Coordinate day-to-day movement of project staff;
  • Plan the transportation of property between sites throughout Guatemala;
  • Work with Finance and Administration team on the receiving of goods and inspection process;
  • Manage relationship with freight forwarders to coordinate the transport of goods to final destinations;
  • Serve as a point of contact for logistics-related questions during audits;
  • Process documentation for transfers between subcontractors, and also between subcontractors and other government agencies

4. Qualifications:

  • A college degree in a relevant field required (such as finance or business administration);
  • At least 5 years of relevant experience with large donor funded projects (preferably USAID);
  • Must be familiar with USAID rules and regulations, and compliance requirements;
  • Sound knowledge of FAR and AIDAR compliance principles;
  • Extensive experience organizing, executing and documenting a large volume of competitive procurement actions for both goods and services;
  • No prior legal convictions for fraud or theft and no prior terminations for cause from a prior employer;
  • Demonstrated honesty, trustworthiness, initiative and self-motivation in handling all assigned tasks;
  • Must have Spanish and English language proficiency, verbal and written.

5. Reporting:

The Procurement and Logistics Specialist will report to the Finance and Administration Manager.
