The JSISP (Justice Sector Institutional Strengthening Project) aims to provide institution-building support to a wide range of justice services provided by state bodies, including registration services, legal aid provision, access to justice, enforcement of judicial decisions, sentencing policy, rehabilitation of ex-offenders, and enhancement of state officials’ professionalism. The project beneficiaries are the Supreme Court (SC); the Ministry of Justice (MOJ); the Ministry of National Economy (MNE); the Institute of Justice (IJ); General Prosecutor Office (GPO); and the Ministry of Internal Affairs (MIA). The MOJ is the JSISP implementation agency.
The project has four components, with activities selected to facilitate the achievement:
A - Strengthening the Implementation of Key Elements of the Legal and Institutional Framework
B - Improving Ministry of Justice (MOJ) Capacity and Services
C- Strengthening Judicial Efficiency and Professionalism
D - Project Implementation, Coordination and Fellowships
The ISG (Implementation Support Group)/ Consultants Group shall support the MOJ and Project Participants in implementing the Project in accordance with the Loan Agreement between World Bank and the Republic of Kazakhstan and the Project Operational Manual.
Your tasksProcurement Specialist (m/f) will report to the Chief of Party (COP) and will support the MOJ in overall project procurement processes in accordance with the Word Bank guidelines.
The tasks include amongst others:
- Bachelor’s degree in a relevant discipline, with at least three years’ demonstrable experience of conducting procurement under World Bank Procurement guidelines
- Fluency in written and spoken English
- Knowledge of Russian and/or Kazakh language is desirable (not mandatory)
Assignment periodThe intended start date is 01 March 2016 and the period of implementation of the contract will be 34 months from this date.
Conditions regarding locationThe operational base of the project will be in Astana/ Republic of Kazakhstan. Project activities may also take place in other parts of the country.
