The Partnership for Supply Chain Management (PFSCM) brings together multiple private sector and non-governmental organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit in 2010 and was a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and to facilitate timely access to pharmaceuticals and other health products.

In addition, PFSCM implements other supply chain management projects with other client/donors including the Malaria Consortium and several developing country governments.

RESPONSIBILITIES

PFSCM is currently transitioning to a new ERP. Concurrently, PFSCM’s IT Unit is evolving to an Agile product development team. Within this environment, the Product Owner - ERP is responsible to represent the business or user community in order to convey the business’ vision to maximize the ERP application, allowing the application to be flexible and achieve organizational goals. The Product Owner is responsible to gather requirements from all layers and divisions of the business, both daily operations and management levels. The Product Owner is also expected to actively communicate to stakeholders, including not only the business and the development team, but also concurrent IT projects and external customers.

The Product Owner is a member of the IT Strategy Project team until that project concludes, then moves to the IT team within the IT and Data Analytics Unit.

SPECIFIC RESPONSIBILITIES:

  • Gather and document business requirements for the application, working closely with business users across the supply chain and finance units.
  • Develop a road map for the new application in conjunction with other Product Owner(s) and the Project Manager.
  • Design and determine priority of user stories, using Agile methodology working with the Product Owner(s) and Project Manager.
  • Manage the application backlog for the development team and set priorities for addressing the backlog working with the Project Manager and Business Owner.
  • Align user acceptance testing with the Business Owner and ensure the Business Owner is able to sign off on the finished product.
  • Manage the release plan and stakeholder expectations in terms of project milestones and timelines.
  • Communicate proactively across business and development teams, as well as internal and external stakeholders, as needed.
  • Take ownership of the application and coordinate identification of answers/solutions to address business needs and feedback from the development team in a timely manner.
  • Participate in steering committees for related application projects.
QUALIFICATIONS
  • Bachelor’s degree in information systems or equivalent. Master’s degree preferred.
  • 5+ years’ of experience working with IT project teams involved in product development.
  • 5+ years’ of experience working as a Product Owner or Senior Business Analyst.
  • Experience in all aspects of supply chain management using ERP and finance systems including support of logistics, warehousing, and transportation management.
  • Experience in agile product development, clear understanding of agile frameworks, preferably SAFe or similar.
  • Experience working with operations teams to gather system requirements.
  • Strong understanding of business functional issues, interdependencies, and business structural concerns. Must be excellent at in-depth analysis of complex business processes.
  • Experience with relational database management systems, supply chain management software, and business warehousing software.
  • Ability to manage multiple priorities within deadline and prioritize effectively, while delivering high quality work.
  • Solution oriented with a high sense of quality, attention to detail, accuracy, efficiency, and meeting tight deadlines.
  • Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities, and work in a team with diverse cultural backgrounds.
  • Team player who is also able to work independently and handle conflicting priorities while maintaining consistent, quality performance standards.
  • Experience with continuous improvement initiatives and change management activities.
  • Prefer experience in logistics or supply chain in a nonprofit setting.
  • Excellent written and verbal communication with presentation experience and interpersonal skills with strong sense of customer service.
  • Willingness and availability to travel, and perform other duties as needed.
  • Must be eligible to work in the United States or the Netherlands and can be based in either Arlington, VA or Woerden, Netherlands.

Salary commensurate with experience.
