This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health (GH), at the U.S. Agency for International Development (USAID).
Duties
- Serve as a Program Analyst on the Office?s policy and or budget team, reporting to the Office Director.
- Analyzes and integrates program financial, technical, procurement, and scheduling information. Develops, maintains, and monitors integrated reporting systems affecting programs with interrelated functions and operations.
- Monitors budget formulation to ensure that operating program objectives are met. Plans, initiates, organizes and coordinates the Office’s program for the Congressional Budget Justification, Operational Year Budget and Operational Planning.
- Assists the Senior Program Analyst in developing and monitoring the internal management controls.
- Provides advice and guidance to office staff and to contractors regarding USAID procurement and grant policies.
- Develops responses to data calls requiring budget information. Maintains budget databases and other resources, such as program operating plans and resource plans.

Qualifications
SELECTIVE PLACEMENT FACTOR:
Do you have experience analyzing and overseeing international development policy and budget decisions in the global health arena.Specialized Experience:
GS-13: In addition to the Education requirement and Selective Placement Factor, you
MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include;
(a) formulating program plans and evaluating a budget;
(b) planning project assignments for a work unit; and
(c) utilizing administrative and/or financial data systems.
GS-14: In addition to the Education requirement and Selective Placement Factor, you
MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include;
(a) leading studies on assembly, analysis, and interpretation of statistical data;
(b) overseeing project assignments for a work unit;
(c) utilizing administrative and/or financial data systems;
(d) making recommendations for the distribution of financial resources for programs and activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
