Job Description
Duties
- Manage long-term, significantly complex contracts and agreements costing several millions of dollars; draft modifications as necessary, approve vouchers and establish and maintain a successful working relationship with the contractor.
- Analyze and evaluate quantitatively and qualitatively the effectiveness of program operations and the efficiency of organizational structure in delivering program needs and make recommendations based on findings.
- Identify and develop new funding resources to support USAID programs at all program operations levels; develop life cycle cost analyses for program operations and perform cost-benefit analyses of current and projected programs.
- Evaluate complex operational methods and procedures and make recommendations; analyze, evaluate, and develop new or modified program policies, processes, procedures, regulations, goals, and objectives.
- Research complex administrative policies and operational proposals; conduct complex studies of employee/organizational efficiency and productivity and recommend changes or improvements in staffing, work methods, and procedures.

- Must be able to obtain and maintain a Secret security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

- If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

- These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Specialized Experience:GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
a) Providing contract administration and program management support, including maintaining working relationships with contractors and team members.
b) Assessing the productivity, effectiveness, and efficiency of administrative or operational systems or processes;
c) Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations; and
d) Experience in financial or budget analysis and reconciliation of funding.
