Responsibilities

As a Program Analyst (Vetting Officer) you will:

  • manage the process from receipt of the vetting request through the receipt of final vetting results. You will collect all initial awardee vetting data and reviews forms for completeness and accuracy of information provided by prospective award recipients.
  • exercise stringent quality control over all outgoing vetting packages and maintaining open communication if additional information is required.
  • assist Office Directors, Contracting/Agreement Officers (CO/AOs), Contracting/Agreement Officer’s Representatives (COR/AORs) in determining vetting priorities under their respective portfolios. The VO will establish and maintain as needed, a system that tracks vetting priorities and communicates with the vetting centers on those priorities.
  • be responsible for prudent use and upkeep of the Bureau’s Partner Vetting System (PVS) database.
  • be responsible for generating reports for Mission and Bureau Management to analyze different aspects of awardee data, vetting results, award details and other statistical information.

  • Must be able to obtain and maintain a security clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Qualifications

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Examples of qualifying specialized experience at the next lower level for this position includes: (a) assessing the productivity, effectiveness, and efficiency of the program’s operations; (b) analyze and resolve problems related to the effectiveness and efficiency of work operations; and (c) reviews policies and precedent studies to provide a basic outline of the results desired.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
