Job Responsibilities:

The Program and Compliance Officer, Afghanistan will be based in Kabul, Afghanistan and will be primarily responsible for providing administrative and programmatic support to DI staff in Kabul on a USAID-funded anti-corruption program. Through this program, DI supports civil society and Government of the Islamic Republic of Afghanistan (GIRoA) entities to implement a range of activities to combat corruption in the public sector.

The specific responsibilities of the position include, but are not necessarily limited to, the following:

  • Work collaboratively as a member of a program management team;
  • Provide administrative, operational and programmatic support;
  • Work with field office team to ensure all deliverables are in compliance with DI and donor policies;
  • Tracks and reviews grants and contracts through cycle, ensuring compliance with donor regulations and DI policies;
  • Produce monthly financial projections and accruals reports;
  • Monitor budget, fund disbursal, and financial records to ensure that project expenditures are in compliance with DI and USAID policies and regulations;
  • Review and ensure timely submission of consultant contracts, grants, vendor contracts, and field expense reports;
  • Ensure adherence to relevant Afghan tax and labor laws;
  • Review and contribute to internal reports, annual work plans, and quarterly and monthly reports; and
  • Support and participate in program activities at the discretion of the Chief of Party.

Required Skills and Qualifications:

  • Master’s degree in international relations, public policy, political science, or a related field;
  • Minimum of six years of project support and oversight;
  • Experience supporting USAID-funded programs required;
  • Highly organized and able to prioritize multiple tasks and meet dynamic client deadlines;
  • Knowledge and experience in democracy, governance, anti-corruption and/or international development is preferred;
  • Experience working in Afghanistan and/or backstopping projects for Afghanistan from a home office is preferred;
  • Experience writing project proposals, work plans, and program reports is required;
  • Experience developing and managing budgets, and knowledge of basic budget and accounting procedures is required;
  • Strong interpersonal skills and cultural sensitivity to effectively interact with all staff, U.S. and foreign government personnel and members of donor organizations;
  • Experience living and working outside the U.S. preferred; and
  • Fluency in English and excellent writing and communications skills required.
