Program Deputy Director/Head of Professional Development, USAID Global Health Technical Professionals (GHTP) Project, Arlington, VA

Proposal Objective:

SI is preparing a proposal response for the anticipated five-year project, with the purpose to develop a new cadre of USAID Global Health Technical Professionals (GHTP) while also providing non-direct hire global health Technical Professionals (TPs) to the USAID Bureau for Global Health (GH) and other Agency offices in Washington and overseas.

Position Description:

SI is seeking a senior-level human resources/personnel specialist with substantial program management experience to oversee the recruitment strategy and hiring practices of Technical Professionals (TPs) for the project, and provide oversight of their professional development. This is a full-time position, based in the Washington, DC area.

Responsibilities:

  • Oversee the professional and career development to TPs, including development of trackers, budgets and plans for professional development.
  • Collaborate with the USAID COR and GHTP Director of Recruitment to ensure maximum recruitment of Technical Professionals (TPs), consistent hiring practices and comprehensive orientation.
  • Lead the development and implementation of strategies, annual work plans and budgets for recruitment and performance management. Work with the Director of Finance to develop individual employee budgets.
  • Prepare employment agreements and contracts for the advisor placements as necessary, negotiate terms and conditions, and prepare employment packages for COR approval.
  • Backstop the Program Director and serve in the capacity of Program Director in his/her absence.

Qualifications:

  • Director-level manager with a minimum of five years of directly applicable work experience in program management.
  • Demonstrated expertise in human resources management, recruitment practices and professional development.
  • Experience in human resources management and recruitment in the health industry or on health sector projects.
  • Strong knowledge of USAID or other government agency program management, hiring, contracts and recruitment procedures.
  • Human resources management experience is considered a plus.
  • Experience and a background in financial management and employment contracts negotiation a plus.
