Dexis is seeking a Program Development and Research Officer to support a project with USAID’s Office of Transition Initiatives (OTI) in Ethiopia. This is a three-year contract to support activities that will strengthen democracy and national stability in Ethiopia. The Program Development and Research Officer will support regular research efforts related to current political data and will report to the Senior Research and Partnership Adviser. This is a full-time position based in Addis Ababa, Ethiopia, with an immediate start date.

USAID’s Office of Transition Initiatives (USAID/OTI) new support program aims to deliver fast and adaptable support that helps the Government of Ethiopia and civil society advance democratic reforms and enhance citizen engagement in the governance processes. Dexis Consulting Group (Dexis) will be USAID/OTI’s implementing partner in providing this assistance.

The Program Development and Research Officer will support both program development activities and provide technical research support to the program team. The position will primarily report to the Senior Research and Partnerships Advisor.

• Provide research, analysis, and current political trending data to support the Senior Research and Partnerships Advisor;
• As part of the Program team present activity ideas at weekly activity program design meetings and produce reactive and targeted program concepts for green-light/activity clearance;
• Enter and manage activity concepts in the OTI Activity Database upon yellow-light approval while also ensuring consistent and timely reporting related to activity implementation;
• Support the Senior Research and Partnership Offers in conceptualizing and initiating thematic research to further support meeting program objectives and identify emerging priorities;
• Assist in developing and managing short- and longer-term research activities/grants which contribute to program learning, monitoring and evaluation;
• Responsible for documenting research materials, interviews, data collected during field research and its storage/management in the WBDB;
• Identify and develop relationships with potential grantees and local partners;
• Develop project/research concepts into fundable projects and serve as the primary liaison with research firms, universities, individual researchers, vendors and other technical partners.

• Bachelor’s degree in a relevant field.
• At least 5 years of relevant professional experience.
• Strong written and oral communication skills.
• Experience working in environments experiencing political transition.
• Fluency in written and spoken English and Amharic.
• Additional national language proficiency a plus.
