Statement of Duties to Be Performed
1) Program Management ‐ 50%.
The Agroforestry and Sustainable Commodity PMS manages Mission activities in agroforestry and sustainable commodities to accelerate sustainable development, and climate mitigation and adaptation actions in Indonesia. In collaboration with the Terrestrial Biodiversity Sector Lead, and the Terrestrial Biodiversity Sector team members, the PMS leads agroforestry and sustainable commodities development at all levels of government in Indonesia, with the intent to improve the livelihoods of rural population and economic growth. The PMS will serve as the ENV’s resident expert in developing, leading, and overseeing activities in the following areas: i) agriculture and agroforestry; ii) economic growth, rural development, and community empowerment; iii) commodity compliance to sustainability standards; and iv) private sector engagement in agriculture and forestry sector.
The PMS provides technical and administrative leadership to ensure proper execution of agroforestry and sustainable commodity related activities for ENV. The PMS ensures activities promote sound agroforestry policies and institutions, improved incomes, and market access for smallholders of targeted commodities, strengthen competitive marketing practices, and build capacity of farmers’ organizations and private businesses. The PMS oversees and managesinput into the design, preparation, and review ofscopes of work, program descriptions, implementing partner work plans, quarterly reports, and annual reports. The PMS assists ENV implementing partners to establish working relationships with local public/private counterparts.
The Agroforestry and Sustainable Commodity PMS assumes a leadership role in reviewing and negotiating acquisition and assistance proposals related to agroforestry and climate change. Where relevant, the PMS ensures that sustainable commodity proposals are integrated with forestry and land use management, biodiversity conservation, and science, technology, and innovation. The PMS reviews proposals together with the Sector Leads, and the Acquisition & Assistance and Financial Management Offices, and may serve as a review team lead.
The PMS leads documentation preparation related to contract financing and amendments for agriculture activities for contractors and/or grantees and collaborates with other program managersto ensure documents are consistent with USAID goals and objectives. The PMS oversees the design of activities under contracts, cooperative agreements, and grants, and ensures that interventions are consistent with the Country Development and Cooperation Strategy, overall ENV objectives, result frameworks, and performance monitoring plans. In addition, the PMS serves as the ENV point of contact for USAID’s loan guarantee portfolio, Global Development Alliance (GDA), and other public‐private‐partnership projectsin Indonesia, providing technical input and oversight into the investment proposals and implementation.
2) Program Analysis and Portfolio Guidance ‐ 20%.
The Agroforestry and Sustainable Commodity PMS assists the Mission in interpreting relevant Government of Indonesia (GOI) policies, institutional issues and program priorities affecting the direction and implementation of USAID/Indonesia’s activities to formulate, negotiate and implement required actions within the Indonesian context. The PMS advises ENV and mission leadership and makes recommendations regarding agriculture and agroforestry opportunities, sustainable certifications, and private sector engagement relationships at national and provincial levels, to enhance support to Indonesia in achieving the country’s climate goals and in strengthening sustainable land management and rural development.
3) Program Performance Assessment, Monitoring, and Reporting ‐ 15%.
In collaboration with members of the Terrestrial Biodiversity Sector team, the Agroforestry and Sustainable Commodity PMS manages activities within the Terrestrial Biodiversity sector, implements activity and portfolio assessments, manages reporting systems, and identifies and compiles specific information required from Terrestrial Biodiversity portfolio activities in response to the mission, USAID/RDMA and USAID/Washington information requests through regular and special purpose reports. The PMS ensures that current objective information is available on implementation status, issues, and achievements including annual reports to USAID/Washington, and other special reporting and documentation requirements. The PMS develops and employs a monitoring system for contracts, cooperative agreements, and grants under her/his management and ensurestimely action on critical documentation and follow‐up requirements, e.g., GLAAS, ASIST, DIS, waivers, accruals, memoranda of understanding, audit and evaluation recommendations, and all documents required by the mission, USAID/RDMA and USAID/Washington, including requests from Congress.
4) Increasing Awareness and Host Country Liaison ‐ 15%.
In collaboration with members of the Terrestrial Biodiversity Sector team, The Agroforestry and Sustainable Commodity PMS collaborates with other senior and mid‐ level officials in USAID offices, USDA/FAS and other U.S. Government offices to disseminate knowledge and information regarding agriculture sector trends in Indonesia, and specifically the impact of these trends on Indonesia’s economy, food security and poverty. The PMS disseminates information through issue‐oriented briefings, public presentations, and internal briefings, both orally and in writing. The PMS disseminatesinformation to high‐level GOI officials, non‐government organizations (NGOs), private sector, donors, and other external audiences, as required. In coordination with Terrestrial Biodiversity Sector Lead, the PMS develops and maintains an extensive range of high‐level contacts within the GOl on a broad range of agriculture, agroforestry, and private sector issues of strategic importance to both the U.S. and Indonesia. Within the GOI, the PMS maintains contacts with Deputy Ministers, General Directors, Secretary Generals, Directors, and Office Heads within the Coordinating Ministry for Economic Affairs (Kemenko Ekon), Coordinating Ministry for Maritime and Investment (Kemenko Marves), Ministry of National Development Planning (Bappenas), Ministry of Agriculture (Kementan), Ministry of Environment and Forestry (KLHK), Ministry of Cooperatives and Small‐Medium Enterprises (Kemenkop UKM), Ministry of Trade (Kemendag), Ministry of Finance (Kemenkeu), and other relevant government agencies including subnational government. In the role of liaison, the PMS also maintains contacts with other donor agencies, private sector commodity supply chains, commodity certification bodies, farmer groups, NGOs, universities, and others on a broad range of agroforestry and sustainable commodity issues of importance to both the United States and Indonesia. The PMS represents USAID in dialogues, meetings, seminars, conferences, and other events where agriculture issues are discussed and debated.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
Offers will be initially screened for eligibility in accordance with the qualification criteria below.
Offerors must address each criterion in their offer to meet the below minimum qualifications for this position.
1. Education: Minimum master’s degree from an accredited university in agricultural economics, natural resource management, economics, rural and regional development, business, or the equivalent is required Note: Supporting documentation (i.e. copy of bachelor’s degree must be included in the application for eligibility purposes).
2. Prior Work Experience: Minimum five years of progressively responsible, professional experience in agricultural development, agroforestry,sustainable commodity development, land and water conservation, agricultural private sector engagement, and/or natural resources management is required. Previous experience in international donor or private sector project or program development, implementation, monitoring, evaluation, reporting, and/or impact assessment is required.
3. Language: Fluent in written and spoken English language skills (Level IV), and Fluent in written and spoken Bahasa Indonesia (Level IV).
