Background
CRS has been implementing the Jonglei Food Security Program (JFSP) in South Sudan since
2011 to address the root cause of household food insecurity in the state. CRS is the lead of the JFSP consortium, in partnership with Save the Children. The project has 8 field locations and conducts program activities using FFA across nine target counties of Jonglei State. The Commodity Accountant is responsible for overseeing the food commodity reporting using the CRS FoodLog database to develop the mandatory reports for USAID Food for Peace (FFP) on the Quarterly Web-Interfaced Commodity Reporting (QWICR) system. The post supervises a number of national commodity accounting staff and will be required to train and develop technical capacities in food commodity accounting for Title ll in the team members. The position is based in Bor Town with regular travel being required to remote field sites throughout Jonglei state and also to Juba for the supervision of commodity accounting staff and the periodic checking of warehouse documentation and distribution site record keeping. The post reports to the Commodity Accounting Manager based in Bor.

Main duties of the post

  • Supervise the commodity accounting team filing and record keeping system for all commodity accounting records: Sipping documents, Survey Reports, Damage, miss use Commodity Reporting (DMCR), Commodity Status Report (CSR), Recipient Status Report (RSR), Inventory reports, ledgers, stack cards, dispatch plans, distribution plans, waybill etc.
    • Develop timelines and clear procedures for all JFSP commodity accounting actions, and supervise and ensure adherence to by commodity accounting team and all commodity field teams in the consortium. Follow up with CRS and save field level managers to ensure the timely and comprehensive compilation of data for regular reporting on commodity movements.
    • Lead and supervise the JFSP commodity accounting team on FoodLog database entry and periodic reports generation for CRS and the donor;
    • Ensure compliance with USAID Regulation 11 and all applicable USAID reporting requirements for Title ll commodity reporting;
    • Lead the commodity accounting team (CAT) to carry out all commodity data entry, verification and validation into FoodLog for JFSP;
    • Train JFSP CAT in FoodLog data verification and validation and reports generation;
    • Train JFSP CAT in QWICR data uploading and QWICR reports generation
    • Supervise the verification and validation of data into FoodLog of all loss reports;
    • Supervise the verification and validation of data into FoodLog of all inventory reports;
    • Supervise the verification and validation of data into FoodLog of all shipping documents (PLs/BLs and Surveys);
    • Supervise verification and validation of data of all receipt waybills and dispatch waybills for all JFSP (CRS and Save the Children) warehouses into FoodLog;
    • Ensure opening of Master Shipping Ledger account for each shipment and supervise comprehensive entry of all receipts and port survey reports into FoodLog;
    • Supervise the CAT’s preparation of monthly and quarterly CSR, RSR, and DMCR reports and submit to the Commodity Operations Manager for review.
    • Ensure CAT inputs in a timely manner all data related to commodity management per PL, Survey Reports, Receipts Waybills, Dispatch Waybills, Inventory Reports and Loss Reports into the FoodLog database.
    • Ensure that the JFSP Consortium Quarterly Reports are uploaded regularly as required by regulation 11 into USAID database QWICR.
    • Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
    • Develop and conduct on-site training during field supervision visits.
    • Participate in the delivery of commodity related training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants;
    • Undertake regular field visits, at least quarterly to all county level commodity teams to review records management and reporting standards.;
    • Participate in internal audit related to commodity management and accounting at PVO level.
    • Provide management cover for the other senior level commodity staff during leave, R&R and other absences;

This post-holder will be one member of a multi-national team. It is essential that the successful applicant demonstrates the capacity to operate effectively in a multicultural environment. The post-holder must be willing and prepared to work extended hours in difficult circumstances in remote and insecure field locations.

Qualifications and skills:

Essential
• Bachelor degree in accounting or business administration;
• A recognized professional qualification in accounting (ACCA, CPA or equivalent) would be an advantage;
• Minimum three years’ work experience at a managerial level in commodity accounting and reporting.
• Extensive experience in commodity accounting/reporting for large USAID Title ll programs;
• Detailed working knowledge of the CRS FoodLog database and ability to train others in its use and management ;
• Extensive working knowledge of the USAID QWICR database;
• Demonstrable high level of competence in English, both written and spoken;
• Good team leadership skills and experience with staff capacity building at various educational and experience levels;
• Strong presentation and training skills;
• Capacity to live and work effectively in remote and conflict- affected field locations;
• Capacity to function effectively as a member of a multi-cultural and multi-organizational management team;
• Proven leadership and interpersonal skills and ability to build and motivate diverse and talented teams;
• Flexibility to work both in a team and independently;
• Cultural sensitivity, patience and flexibility;
• Demonstrated personal accountability and driven to serve others;


Desirable
• Experience of supervising Commodity accounting management with consortium setting is desirable.
Familiarity and working experience in South Sudan, especially in Jonglei, would be an advantage.
