CRS South Sudan seeks a qualified and experienced Food Security Program Manager to oversee a CRS food distribution program in partnership with WFP. The Food Security PM will lead five field distribution teams (with potential to increase) implementing a mobile food intervention in three counties of Jonglei State, South Sudan.
The Food Security Program Manager will manage the WFP Global Food Distribution (GFD) program and supervise five Field Team Leaders to oversee distribution teams in the three counties. The agreement with WFP currently runs until December 31st 2014, with a strong expectation that it will be extended into 2015.

Background:
Violent conflict since December 2013 has displaced thousands of people in Jonglei state. Many IDPs are in desperate need of food assistance and are in locations currently cut off from overland access by the rainy season.
Air drops are the only means of getting food to these populations. As part of its scale up for emergency response in Jonglei, CRS has developed a field level agreement (FLA) with WFP to distribute food using air-drops in three food-distressed counties; Ayod, Duk and Uror.
The FLA is for four months to December 2014. CRS South Sudan has experienced national staff who are providing support for the distributions. Given the political and security context, WFP requires that distributions at field level be supervised by international personnel.

SOW:
The Program Manager will work with Field Team Leaders to ensure that WFP commodity is properly managed and distributed, to provide necessary reporting to CRS and WFP, and to ensure field teams receive the required logistical support.
The Program Manager will be based in Juba, with some field travel, and will report to the CRS Commodity Manager.

Team Leader
Supervise 5 field team leaders to implement food distributions in three counties of Jonglei State
Liaise with WFP to develop and implement monthly and weekly plans for the teams
Liaise with WFP, UNHAS and CRS logistics and procurement teams to coordinate team travel to the field and to ensure field teams have relevant and timely access to all necessary information, equipment and support
Manage the collection of field level data and reports, and ensure submission of timely reports and invoices to WFP
Support the development / use of food commodity distribution formats and guidelines
Provide logistical back up for the distribution teams in the field
Organize training for field team leaders on beneficiary targeting, verification, commodity management, monitoring and reporting
Provide technical and managerial advice to the country program regarding the implementation of the FLA
Identify training needs and opportunities for staff and organize/facilitate relevant training events
Coordinate with the Security Manager, Jonglei Food Security Program (JFSP) CoP, and CR on security and access
Ensure that the South Sudan security plan is adhered to in all operations of the GFD program, including staff movements, etc.

Required Experience / Qualifications:
Possess a graduate degree in a development related field, or its equivalent
Minimum 5 years experience working with and managing food programs, preferably with WFP
Experience in supervising national and international staff
Experience working with WFP
Strong coordination and organizational skills
Ability to communicate and develop reports to a high standard in English
