Description of Organization: This position is located in the Analysis and Learning Division of USAID’s Bureau for Resilience and Food Security (RFS). RFS’s mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect global food security. The Analysis and Learning Division leads bureau efforts to measure impact, develop innovative methods and metrics, assess how a changing world will impact RFS programming, and promote a culture of evidence based decision making. Description of Position: The Program Officer position plays an essential role on the Data & Analytics team - and RFS more broadly - serving as an expert technical advisor supporting the development and implementation of quantitative efforts. The incumbent will advise and mentor Bureau staff on the development and promotion of innovative metrics for evidence based learning and the refinement of strategic and programmatic approaches, as well as develop processes and systems to increase and facilitate access and use of Feed the Future and RFS data streams. Additionally, this position will provide analyses to support contextual awareness and inform strategic planning, policy development, performance reporting, program design, Congressional inquiries and other program documents related to RFS initiatives.
This incumbent will play a key role as a leader and capacity builder across the team and division, as well as serving as a liaison between numerous internal and external stakeholders. This position provides important oversight and guidance related to RFS food security activities, as well as develops and maintains working relationships with interagency partners in order to coordinate RFS related activities.. Importantly, this position interacts and coordinates closely with U.S. universities and international research institutions, bilateral and multilateral donors, other U.S. agencies and departments, host governments and regional organizations, UN programs and agencies, think tanks, private voluntary organizations and non-governmental organizations, and Congressional staff.
