Program Overview

The Country Regional Operations (CRO) Department, in collaboration with Country Representatives and under the guidance of the Vice President of CRO, is responsible for overseeing and monitoring programs that will ensure the alignment of Pathfinder’s technical areas with projects in the field. The Department consists of three Country Management Teams (CMT) that provide management and technical support to field office colleagues.

Program Purpose

The Program Officer I provides a range of programmatic and administrative support to one or more country office activities. S/he ensures that support is provided in an effective and efficient manner, works with senior headquarters staff in responding to short and long-term country office needs, and communicates activities updates to internal stakeholders.

Key Responsibilities

- Provides programmatic and administrative support to Pathfinder projects and country offices as assigned; - Collaborates with country programs and other headquarters departments in the development and implementation of country program proposals, strategies, results frameworks, workplans, and budgets; - Monitors and supports fulfillment of technical assistance needs and plans as requested by Program Director. Coordinates technical assistance including preparation of scopes of work , payments and travel arrangements, and review/e-filing of subsequent trip reports; - Facilitates communication between field offices and headquarters departments regarding subproject, project closings and program activities in country; - Participates in monitoring achievement of program and subproject objectives for cooperative agreements, contracts, and grants including assistance with the preparation of quarterly and annual reports for donor agencies; - Helps coordinate systems for developing, processing and monitoring subgrants and projects including review of proposals, monitoring of progress oversees preparation of paperwork for subproject award, modification, and closure; - Facilitates and coordinates communications between field and headquarters for website and printed materials and distributes technically appropriate program and reference materials to the field as needed; - Monitors Country adherence to deadlines for project reports. This may include editing, reviewing, formatting, and production of program documents for internal and external distribution, including periodic reports, subgrant proposals, and trip reports; - Participates in proposal development process with Resource Development Team and other proposal team members (Program Assistants, TSU, F&A as needed); - Facilitates the administration and approval of post allowance packages for expatriate and TCN employees in assigned countries. Provides guidance to the Program Assistant on post allowance issues; - Coordinates annual project reviews, quarterly reviews and monthly meetings and communications and other programmatic reports as needed. Facilitates team meetings with other headquarters departments as needed - Organizes responses to donor request(s) for information; - Maintains paper and e-files for country office subproject, all donor proposals and reports - Monitors annual budget for assigned projects (under the direction of the Project Directors or designate);Performs other duties as requested by Program Director

Basic Requirements

- Bachelor’s degree in Public Health, Public Administration or related field; - Minimum of three years reproductive health, family planning, public health, HIV/AIDS and/or international development-related work experience; - Commitment to the mission, vision and values of Pathfinder International; - Ability to conduct research, write clearly, and edit written materials; - Excellent interpersonal, communication, and organizational skills; - Ability to work independently; - Fluent in written and spoken English; - Excellent computer skills to include proficiency with Microsoft Office products: Word, Excel, PP etc.

Preferred Qualifications

- Previous experience studying and/or working in a developing country or countries; - Familiarity with reproductive health, family planning, HIV/AIDS terminology and programs; - Additional Asset: Fluency in Spanish, Portuguese, French or other language.

We train doctors, nurses, midwives, traditional birth attendants, community-based health workers, and teachers. At the same time, we build the capacity of our partner organizations to make them stronger, more effective, and able to thrive independently once our support has ended.
